Örnsköldsvik Municipality, together with several other municipalities as part of the territorial strategy collaboration Thriving Northern Cities, has been granted EU funding through Tillväxtverket for the project "Climate Adaptation Thriving Northern Cities." Örnsköldsvik Municipality is the project owner and primary responsible party for the entire project implementation. We are now seeking a combined project manager and climate adaptation coordinator to lead the project for three years.
About the Project
As project manager/coordinator in the growth department, you will work at the heart of Örnsköldsvik's sustainable growth. The project aims to strengthen Northern Sweden's ability to meet climate-related challenges through collaboration and method development both through local initiatives in Örnsköldsvik and in cooperation with other municipalities in northern Sweden.
Climate Adaptation Thriving Northern Cities focuses on developing robust green, blue, and white infrastructure to manage risks such as flooding and erosion, with particular emphasis on technical and nature-based solutions in the new district Lungviksstrand with associated city parks. Beyond physical measures, the project also aims to develop the municipal organization's working methods for structured and strategic climate adaptation work.
Responsibilities
In your role as project manager/coordinator, you are responsible for starting, driving, and completing the project at a strategic and overarching level in accordance with the project plan, as well as initiating, coordinating, and implementing various initiatives that contribute to the municipal organization's climate adaptation work and the municipality's increased resilience to climate change. Your main responsibilities include:
Planning, implementing, and monitoring the project's activities and milestones within given time and budget frames.
Coordinating collaboration between different departments, municipal companies, and the other project municipalities.
Creating, maintaining, and coordinating good partnerships internally within the municipal organization and externally with other project municipalities and other key actors in climate adaptation.
Managing risks associated with the projects and contributing to general risk management work in the field.
Responsible for reporting and communicating results to the steering group and funders.
Developing new working methods for strategic climate adaptation work within the municipal organization.

Qualifications
We are seeking someone with a university degree in sustainability, environment, or natural sciences, or who has acquired equivalent knowledge in other ways. The position requires several years of experience in the field.
To succeed in this role, we see that you have:
Experience in project management, preferably in the public sector and with externally funded projects.
The ability to work strategically on complex issues and lead cross-functional teams.
Strong communication skills both verbally and in writing, as well as good computer skills.
Knowledge and experience working with environmental and climate-related issues.
As a person, you are engaged, outgoing, and skilled at building relationships. You thrive working independently and have an organized approach to work. We place great emphasis on personal suitability.

The Management Office works under the municipal council and is tasked with leading, coordinating, supporting, and monitoring the overall municipal operations.
As part of the interview process, we will conduct an identity verification and check citizenship. Approved documents include passport, international ID card, driver's license + personal certificate from Skatteverket, or other ID documentation that verifies citizenship. For certain positions, a certificate from the police's suspicion and criminal record registry is required. We would appreciate language skills in Finnish and/or one of the Sámi varieties, as Örnsköldsvik Municipality is part of both Finnish and Sámi administrative areas.
In our municipality, a number of positions are classified as security-sensitive, so a security clearance may be required.
