About the Role
As an HR specialist in employment law and employer support, you will play a central role in the agency's work to ensure lawful, professional, and sustainable employer practices. You will work both operatively and strategically on qualified employment law matters and HR issues, providing important support to managers and operations on employer-related questions.
In this role, you will be responsible for handling and coordinating qualified employment law matters. The work includes HR matters related to employment law regulations, employment law investigations, whistleblower cases, and matters to be addressed by the Personnel Responsibility Board (PAN). You will prepare cases, develop decision documentation, prepare minutes and other documentation, and ensure that handling is conducted in a lawful, professional, and efficient manner.
You will provide qualified support and advice to managers on employment law matters and contribute to the correct and consistent application of legislation, collective agreements, and internal governance documents in the organization. The assignment also includes conducting negotiations and collaborating with employee organizations and the safety organization on employer-related matters.
The role involves close collaboration with the negotiation manager and other functions within the HR area. Together, you will contribute to developing and managing processes, routines, and working methods that strengthen the agency's employer support. You are also expected to contribute to creating long-term continuity, redundancy, and knowledge transfer within the employment law and employer area, which is an important prerequisite for sustainable operations.
You will be part of the Common Functions Department, established on April 1, 2025, which consists of approximately 150 employees. The department brings together the agency's support and development functions in finance, analysis, procurement, facilities, customer service, communications, HR, and development. The department is in a development phase where coordination, common working methods, and operational development are in focus.
Within the department is the HR Unit, where you will be placed. The unit consists of approximately 20 competent, engaged, and motivated employees responsible for the agency's work on employer matters, skills supply, recruitment, payroll, follow-up, reporting, and statistics. The work is characterized by collaboration, high professionalism, and a shared focus on providing the organization with qualified and operationally close support. As an HR specialist, you will have the opportunity to contribute to both daily operations and the continued development of the agency's employer support, processes, and working methods.
Other HR-related tasks may also be included in the role based on operational needs.

You Must Have
an academic degree in HR with an employment law focus or other education that the employer deems relevant
several years of experience in qualified HR work with an employment law focus
experience handling employment law HR matters
experience conducting or coordinating employment law investigations
experience in negotiations and collaboration with employee organizations
good knowledge of employment law and public administration
good ability to express yourself clearly in speech and writing in Swedish
good administrative skills and experience with lawful documentation in sensitive matters.
It is Advantageous If You Also Have
experience working in a government agency
experience with work related to the Personnel Responsibility Board (PAN)
experience providing secretarial support or administrative coordination in board matters
experience handling whistleblower cases
knowledge of public access and confidentiality legislation
experience working in security-sensitive operations
experience preparing or developing internal governance documents and processes.

More Information
The employment is permanent with placement in Norrköping, Örebro, or Borlänge. Appointment according to agreement. We normally apply a probationary period. Remote work is possible based on operational needs, up to 3 days. An employment with us may involve placement in a security classification. A security vetting with a background check according to the Security Protection Act (2018:585) may therefore be conducted. For some of our assignments in security classification, Swedish citizenship is required.
