Latvijas Nacionālā bibliotēka (hereinafter – LNB) announces a competition for a vacant position in the Personnel Department for a HUMAN RESOURCES SPECIALIST (profession code – 2423 07). We are looking for a new colleague who understands that human resources management is not just about documents, but also about processes that are continuously improved through work with people, finding new solutions to create a more efficient and modern work environment. Main duties of the position (position duties are performed primarily in person at LNB premises): Implement personnel management processes in the information resource management system Horizon (hereinafter – Horizon), in the employee self-service portal Hop (hereinafter – Hop), including: perform Horizon administration according to authorization; input, update, and maintain personnel information in Horizon; prepare employee personnel records documents (employment contracts, labor relations orders, etc.) in Horizon and the employee self-service portal Hop, monitor their processing and circulation; provide employees with advisory and methodological support in using Hop; monitor personnel records circulation in the document management system "Namejs"; consult LNB employees on labor law and other matters related to human resources management; participate in personnel recruitment, work performance evaluation, professional development, and other personnel management process administration and execution; prepare or participate in the preparation of reports, summaries, and statements on matters within the department's competence; participate in the development of internal regulatory acts and personnel policy and human resources development documents within the department's competence; participate in planning, organizing, and coordinating informational events, surveys, and other activities on matters within the department's competence, and initiate such activities. Requirements for applicants: higher education, preferably in management or law; at least two years of experience in human resources management; experience in the public sector is desirable; practical experience working with the information resource management system Horizon and the employee self-service portal Hop; experience in Horizon administration is desirable; practical experience in developing personnel management documents and internal regulatory acts; knowledge of labor law and other regulatory acts governing personnel management in public administration; knowledge of the state language at the highest level; ability to work with large amounts of information, analyze it, and draw conclusions; excellent cooperation and communication skills; ability to work both in a team and individually; ability to independently plan and organize work, set priorities, and make decisions; high sense of responsibility and accuracy. Please note that upon signing an employment contract, applicants will be required to consent to a background check by the Constitutional Protection Bureau in accordance with the requirements of the regulatory acts of the Republic of Latvia, including Cabinet of Ministers Regulation No. 397 of June 25, 2025 "Minimum Cybersecurity Requirements".
