Jūrmala Municipal Police (reg. No. 90000056554) invites experienced professionals to join our team PREVENTION AND RESPONSE DEPARTMENT HEAD (professional classification 1349 08) We are seeking an experienced, strategically-minded, and responsible leader ready to ensure the overall operation of the Prevention and Response Department, its sustainable development, effective management, and strengthening of public safety in Jūrmala. The Prevention and Response Department includes three interconnected sub-units: Patrol Police Group (response); Operational Information Center (information flow, video surveillance, prevention); District Inspector Group (prevention, APAS, and response). The Department Head is responsible for ensuring purposeful, coordinated, and effective operation of these units, focusing not only on addressing current issues but also on risk forecasting, prevention, and development planning. If you have experience in law enforcement or legal field, the ability to manage multi-level structures, make strategic decisions, and build effective teamwork – we are looking for you. Key Responsibilities: • Ensure overall management of the Prevention and Response Department, including planning, coordination, and control of all subordinate sub-units; • Analyze operational situations, collect and evaluate information, improve departmental work tactics, methods and response models, and provide professional training; • Regularly evaluate department performance results, identify risks and problem issues, plan and implement development measures; • Organize and oversee preventive measures based on analysis of causes of administrative violations and contributing circumstances; • Ensure oversight of administrative violation case proceedings and control of procedural actions; • Ensure effective public order and safety monitoring, including participation in patrols; • Develop annual work plans for the Prevention and Response Department and ensure their implementation. Requirements for Candidates: • Compliance with requirements of Section 21, Part 1 of the Police Law; • Higher education (education in legal sciences will be considered an advantage); • Professional development training certificates; • Experience in police work and in a leadership or coordinating position; • Strategic thinking, analytical abilities, and ability to make responsible decisions; • Experience in process, team, and change management; • Good communication, cooperation, and leadership skills; • State language proficiency at the highest level; • Category B driving license (minimum 3 years driving experience). We Offer: • Stable salary EUR 2,884 - 3,223 per month before taxes and social benefits in accordance with state and municipal institution standards; • Meal allowance EUR 100.00 per month; • Health insurance (after probation period); • Vacation allowance at 50% rate; • Employment for indefinite period; • Additional leave up to 10 working days; • 90% reduction on Jūrmala entry fee; • Responsible, dynamic, and socially significant work; • Professional, supportive, and experienced team.
