Key responsibilities:
• Lead the education and sports sector in the municipality with enthusiasm, supporting municipal education and sports institutions;
• Organize planning, statistical data collection, and analysis in the education and sports sectors, in accordance with sector strategies and other regulatory acts;
• Plan, organize, and manage the work of the Education and Sports Administration, monitor task execution;
• Ensure development of education and sports development strategies, monitor their implementation, and prepare monitoring reports;
• Prepare the administration's budget draft according to its functions and ensure budget execution;
• Organize research into residents' needs in education and sports;
• Supervise the activities of municipal education and sports institutions and their structural units, provide support for improving institutional work quality;
• Analyze the quality of educational processes and develop proposals for improvement;
• Promote participation of educational institutions in education and sports projects;
• Advise parents of children and students on education accessibility;
• Ensure personnel management within the administration and supervised municipal education and sports institutions; receive and consult with clients, prepare responses to submissions by individuals and legal entities, and conduct office work within the administration's competence;
• Prepare draft decisions for consideration at municipal council and committee meetings on education and sports issues, and monitor their implementation after adoption.
Requirements for candidates:
• Higher education in education or management sciences (Master's or doctoral degree preferred);
• At least 3 years of management experience in education or pedagogical work;
• State language proficiency at the highest level;
• Proficiency in at least one official European Union language to the extent necessary for professional activities;
• Experience in developing, implementing, and monitoring sector development planning documents;
• Desirable practical experience in budget planning and personnel management;
• Desirable experience working with fundraising and collaboration projects;
• Ability to develop and analyze internal regulatory acts;
• Knowledge of external regulatory acts in education, sports, and youth work sectors, and experience in their preparation;
• Excellent communication and presentation skills, responsiveness, initiative, positive attitude;
• Ability to organize and lead team work, motivate employees;
• Impeccable reputation, high sense of responsibility, accuracy, and ability to resolve problem situations;
• Very good information technology skills.
