Disease Prevention and Control Centre (registration number 90009756700) (a direct administration agency under the supervision of the Minister of Health, whose mission is to implement public health policy in the country in the areas of epidemiological security, disease prevention, and health promotion) invites you to join our team DIRECTOR OF THE HEALTH PROMOTION DEPARTMENT (civil servant position for an indefinite period) Requirements for candidates: * compliance with the requirements of Article 7 of the State Civil Service Law; * higher academic education, second level professional higher education in healthcare or public health (Master's degree will be considered an advantage); * experience in public health work for at least two years; * experience in managing a structural unit for at least two years; * experience working with public procurement (preparation of technical specifications, monitoring of procurement contracts) for at least two years; * knowledge of the public health policy planning documents of the Republic of Latvia and international organizations; * ability to set priorities, plan task execution within various timeframes, including long-term planning, organize and monitor own and others' work; * ability to make decisions and take responsibility; * ability to delegate and coordinate task execution, motivate employees, and ability to solve problem situations, express opinions with arguments; * good communication and presentation skills, and positive attitude; * ability to collect and analyze information, scientific literature, and prepare it in report form; * ability to effectively apply the latest work organization methods and information technologies; * state language proficiency level C1 (advanced level); * good knowledge of English (B2 level) for communication with foreign partners; * excellent computer skills (MS Office). Responsibilities: * plan the department's work processes in accordance with SPKC and department work plans, setting specific work task execution sequence and deadlines, monitor their execution; * delegate specific work areas to department unit heads and, when necessary, to employees, set work tasks, their execution sequence and deadlines, monitor work execution; * analyze development planning documents, regulatory acts and methodological documents for compliance with contemporary scientific achievements, best practices, World Health Organization recommendations, European Union requirements, identify deficiencies and shortcomings; * propose and justify amendments to internal and external regulatory acts, as well as propose justified suggestions for developing new regulatory acts and methodological documents; * ensure planning, coordination, implementation, and evaluation of public information campaigns, educational events and projects, assess descriptions of activities to be implemented prepared by department employees; * ensure preparation of information, preparation of methodological recommendations and provision of methodological support to state and municipal institutions, healthcare facilities, non-governmental organizations, and other legal and natural persons on matters related to disease prevention and health promotion; * provide proposals for public procurement in the field of health promotion, ensure preparation of procurement specification drafts.
