About the Role
As an operational procurement officer, you are responsible for independently conducting direct procurements, renewed competitive tendering (FKU), and call-offs in close cooperation with the operations. You are important support in procurement and purchasing matters and contribute to ensuring that the municipality's procurement is conducted professionally, lawfully, and based on operational needs. You are responsible for the operational management of the municipality's agreement catalog in Kommers and ensure that agreements are kept up-to-date, accessible, and usable for operations. The role involves many contact points and close collaboration with procurement specialists, contract controllers, managers, and purchasers. As an operational procurement officer, you are also an important entry point for the operations' procurement and purchasing needs. You handle incoming matters, make initial assessments, and guide operations to the right procurement or purchasing process.
Your Main Responsibilities
Independently conduct direct procurements.
Carry out renewed competitive tendering (FKU) within existing framework agreements.
Execute call-offs from existing agreements and framework agreements.
Handle and assess incoming procurement and purchasing matters.
Provide support and guidance to operations regarding choice of procurement and purchasing procedures.
Provide support and advice to operations on procurement and purchasing matters.
Manage and develop the municipality's agreement catalog in Kommers.
Ensure that agreements, price lists, implementation instructions, and other agreement information are up-to-date and accessible to operations.
Collaborate with procurement specialists, contract controllers, and operations to ensure good agreement management and contract compliance.
Plan and conduct training and workshops within the procurement field.
Contribute to development of routines, working methods, and processes.
Be a contact person for one or several operational areas and work proactively to identify and meet operational needs.
What We're Looking For
Relevant post-secondary education in procurement, purchasing, economics, or another area that the employer deems equivalent.
Documented prior experience in operational procurement work within the public sector.
Experience independently conducting direct procurements within the public sector.
Experience conducting call-offs and renewed competitive tendering (FKU).
Good knowledge of LOU and/or LUF and their practical application.
Experience providing support and advice to operations on procurement-related matters.
Ability to plan, prioritize, and manage several parallel procurement matters and direct procurements.
Good ability to express yourself clearly in Swedish, both verbally and in writing.
Meriting Qualifications
Experience working in a municipality, region, state agency, or other politically governed organization.
Experience with Kommers or similar procurement and agreement systems.
Experience training or coaching operations in procurement and purchasing.
Experience with contract follow-up and contract administration.

About the Position
The position is a full-time employment. Probation may be applied. Start date by agreement.
