Do you want to work at an independent government agency where committed employees are the most important resource? The Agency for Health and Care Analysis' mission is to monitor and analyze health care, dental care, and social services from a patient, user, and citizen perspective. We are now seeking a development-oriented finance manager who wants to work broadly with financial matters close to operations, management, and employees in a smaller organization, and contribute to the agency's development. The position is located at the Administration Department where internal support functions are centralized. About the role As a finance manager, you work in an independent and central role in close collaboration with the Administration Director, the agency's other managers, and responsible functions in the Administration Department. You work broadly across the entire agency and support operations and management on financial matters. You are also the presenter on financial matters to the agency's management group and board. You are responsible for budget, monitoring, and forecasts for the entire agency and for sound internal control and governance of finances. You develop and manage the structures, processes, tools, policy documents, and procedures needed to ensure this. You handle ongoing monitoring and financial management, serve as controller for projects in our analysis activities, and provide support to managers on financial matters. You are also responsible for annual accounts and results reporting, as well as coordinating the work on the annual report and contacts with auditors. We purchase accounting and payroll administration services from the State Service Center (SSC) and are a full-service customer with them. This means you work with several of the systems that SSC provides, such as Agresso, Visma/Proceedo, and Primula, and you also manage certain ongoing accounting and invoice handling. You are responsible for contacts with SSC and set requirements for and monitor the quality of delivered services according to the agreement. Your responsibilities also include handling certain procurement and purchasing within the finance area and managing agreements and contacts with suppliers. Your background We are looking for someone who has: - a degree from university or college with an economic focus - several years of experience with similar tasks from government or other public sector activities - experience working with financial management in a smaller organization with overall responsibility for the financial area, including budgeting, monitoring, forecasting, and work with the financial parts of an annual report, as well as experience with project accounting It is meritorious if you have: - experience with development or change work, activity planning, business logic, and creating targets for operations and indicators to monitor effects - good understanding of the conditions for financing sources such as appropriations and subsidies from the government for government assignments - knowledge of the system support that SSC provides to its customer agencies Personal qualities We are looking for someone who is organized, quality-conscious, analytical, responsible, and self-driven. You want to contribute to developing the agency's activities within the finance area. You like to take your own initiatives and have the ability and interest to independently drive both small and large development projects from start to finish. To succeed in the role, you need the ability to build good relationships and to understand the agency's operations and needs. You also need to have a good ability to switch between strategic and operational work. You are good at collaborating with others and have good communication skills.
