Management Support Program Gävle-Kringlan We are seeking a consultant for the Swedish Transport Administration (Trafikverket) for the assignment Management Support Program Gävle-Kringlan with a focus on supporting program management in the development of structure, governance, and work methods according to the XLPM project model. The assignment includes strategic, tactical, and operational support to the program's management group in connection with the restart and development of the Gävle-Kringlan program. The assignment will be carried out on-site at Trafikverket's offices at Redargatan 18 in Gävle. Assignment start is as soon as possible, but no later than 2026-12-01. The assignment runs until 2027-06-30 with the possibility of extension through an option. About the Company Trafikverket is the responsible authority for long-term planning of the transport system in Sweden. The operations include development, construction, operation, and maintenance of state roads and railways to create an accessible, sustainable, and safe transport system. About the Role As Management Support for the Gävle-Kringlan Program, you will support the program's management group in working to develop and establish effective program governance. The assignment is central to the restart that the program is undergoing following a reprioritization within the national plan for transport infrastructure. The goal is to develop a program plan and establish work methods and structures for governance, organization, deliverables, objectives, and baseline plans for scope, time, cost, and resources. Role and Responsibilities Support program management in the development and establishment of program governance according to XLPM Map needs within the program organization Identify and prioritize development areas Plan and implement development activities Support the management group on strategic, tactical, and operational matters Contribute to the development of program plans and governing documents Develop work methods for governance, monitoring, and coordination Participate in the development of baseline plans for scope, time, cost, and resources Ensure structure for benefit realization and goal achievement Collaborate with projects and activities within the program Competency Requirements 1. Ability to express yourself well in Swedish, both orally and in writing 2. Relevant degree from a university or higher education institution comprising at least 180 higher education credits or equivalent education deemed equivalent by the client 3. Documented training in AB04, ABT06, and ABK09 4. At least two (2) years of experience as a program manager according to XLPM or equivalent methodology 5. Theoretical training in program management according to XLPM or equivalent of at least two days 6. At least three (3) years of experience from large construction or infrastructure initiatives in the planning, design, and production phases with a budget exceeding 3 billion kronor 7. At least five (5) years of experience in change management and business development working with management groups in process-oriented operations 8. At least five (5) years of experience in procurement within the public sector according to LOU 9. Experience working with selection of business models within the infrastructure sector 10. Experience in developing work methods for systematic requirements management 11. Experience in budget and forecast work as well as financial monitoring Value-Added Requirements 1. Strong pedagogical ability to create understanding of theoretical models and implement them in practice 2. Strong ability in structure and prioritization 3.
