Do you want to lead the development of a county that is in the midst of the green transition, a changed security situation, and some of today's most complex societal issues? As County Governor in Västerbotten, you will have one of Sweden's most important executive positions within the public sector. As County Governor, you are the highest-ranking official of the authority and closest colleague to the County Governor-General (Landshövding), who is the County Administrative Board's chief executive. On the County Governor-General's behalf, you have overall responsibility for the internal, operational activities of an organization that operates at the intersection of state, region, municipalities, business, and civil society. The Role You will take responsibility for one of the most influential leadership positions within Swedish state administration. You work under the chief executive and are a key player in the county's development. You drive daily operations forward and lead the authority's management meetings to coordinate and develop the future County Administrative Board together with unit heads. You also have responsibility for driving cooperation nationally with other county governors and central authorities. Your Areas of Responsibility: Lead, develop, and monitor the authority's operational activities under the County Governor-General's leadership. Lead the authority's management meetings and continue to strengthen a modern and coordinated administrative culture. Drive strategic development and change work based on government and parliament's direction. Represent the authority and build long-term relationships in various contexts. Strengthen work within crisis preparedness, civil defense, and total defense. Terms You report to the County Governor-General, who is the chief executive and leads the authority's management group, of which you are a member. The position is based in Umeå and involves regular travel within the county and nationally. The position consists of a five-year executive appointment with a permanent employment contract as the foundation. Start date April 1, 2027, or by agreement. Your Qualifications We are looking for a mature, confident, and attentive leader with strong integrity. You are motivated by development work and have a pronounced ability to translate strategic visions into practical structure and well-functioning processes. We place great emphasis on personal qualities. We want you to: Have academic education in relevant areas or equivalent. Have solid experience from public administration. Have documented good experience leading managers and complex organizations. Have experience successfully leading, structuring, and implementing extensive change and development work. Have the ability to apply clear systems thinking to see the whole picture, identify synergies, and optimize resources across organizational boundaries. Have excellent communication and relationship-building skills, even in demanding situations.
