Requirements Manager for Technology & Traffic Services Region Stockholm is seeking an experienced requirements manager for the Traffic Administration's IT Department, Technology & Traffic Services section. The assignment involves work on large and complex business and IT initiatives within public transportation. You will work as a consultant in a central role responsible for requirements gathering, analysis, decomposition, and management in projects and administrative initiatives with multiple stakeholders, systems, and integrations. Placement is in Stockholm with the opportunity for both remote work and office work at Kungsholmen according to operational needs. The assignment starts 2026-11-10 and is full-time. About the Organization Region Stockholm holds overall responsibility for ensuring residents and visitors have access to well-developed, accessible, and reliable public transportation. The Traffic Administration is responsible for developing, governing, and monitoring public transportation as well as managing infrastructure. The IT Department is responsible for designing, developing, and managing the Traffic Administration's digital services to contribute to attractive and sustainable public transportation. About the Role The role operates within the IT Department and the Technology & Traffic Services section. You will work on several major initiatives, including the procurement of a new system for managing facilities and properties and the implementation of demand-responsive transit. You will work closely with operations, project managers, initiative leaders, product owners, and development teams to ensure that requirements are clear, testable, and create business value. The work is conducted in complex IT environments with many integrations and dependencies between operations and systems. Role and Responsibilities • Conduct requirements gathering, analysis, and management in projects and administrative initiatives.• Collect, process, and analyze business needs.• Translate business needs into clear and concrete requirements.• Break down high-level requirements into testable and traceable levels.• Ensure requirements are documented in a structured manner and according to established processes.• Facilitate workshops and requirements dialogues with operations and development teams.• Work through all phases of initiatives from analysis and feasibility studies to implementation.• Ensure requirements tracking and measurement of requirement fulfillment.• Work in the Traffic Administration's tools and processes, such as Confluence and Jira.• Collaborate with multiple operational sections and stakeholders. Required Competencies 1. At least five (5) years of experience working systematically with requirements; requirements gathering, analysis, decomposition, and structuring 2. At least five (5) years of experience with requirements work in the form of requirements analyst in larger business-critical IT environments with multiple interacting systems, extensive integration flows, and many business stakeholders 3. At least five (5) years of experience documenting, anchoring, and communicating requirements between operations, administration, and development teams 4. At least five (5) years of experience independently driving requirements work and facilitating workshops and requirements dialogues with operations, projects, administration, and development teams 5. At least three (3) years of experience working within public sector organizations 6. At least three (3) years of experience working according to PM3 or equivalent administrative model Desired Competencies 1. Documented experience with an established requirements management method from at least two assignments or certification in requirements management (e.g., IREB, REQB, IIBA, or equivalent). 2. Experience from at least two (2) assignments in large organizations with more than 500 employees and multiple stakeholders. 3. Experience from at least two (2) previous assignments involving work with benefits analyses 4. Experience from at least two (2) previous assignments involving development of acceptance criteria / acceptance scenarios 5.
