Registration No. 90000012827, Daugavas iela 29, Mārupe, Mārupes novads, LV-2167 Mārupe Municipality Central Administration Procurement Department is hiring SENIOR PROCUREMENT SPECIALIST (profession code 2412 04) (permanent position) Main Responsibilities: Prepare procurement documents and related documentation – procurement regulations, protocols, reports, letters, opinions, etc.; Ensure publication of procurements and announcements in data management systems (EIS and IUB PVS); Provide recommendations and make decisions on the selection and application of procurement methods; Perform the duties of commission member and secretary in procurement commissions; Develop draft legal acts and policy planning documents in the field of procurement; Prepare procurement contracts and agreements and organize their execution; Provide methodological support to municipal employees on procurement contract performance issues, including evaluating the fulfillment of procurement contract obligations, analyzing contract-related issues, and providing recommendations for their resolution; Ensure the preparation of various administrative documents, including various types of submissions, applications, letters, and other documents; Consult with municipal employees and help find solutions to problem situations within the scope of competence; Ensure the institution's representation at IUB or in court. Position Requirements and Necessary Knowledge: Higher education (at least a bachelor's degree), preference given to candidates with higher education in law and legal qualification Work experience in public procurement in state administration or municipal institutions of at least two years within the last 5 years; Knowledge and experience working with EIS and IUB PVS; State language proficiency at an advanced level in accordance with the requirements of the State Language Law; Ability to independently organize your work; Self-initiative, responsibility; Good communication skills.
