What we're looking for
We're seeking someone with a degree in communications, journalism, or other education that the employer considers equivalent. You have excellent ability to express yourself verbally and in writing in Swedish, and to write and quality-assure texts. You have experience in qualified communications work, understanding of web, social media and public opinion formation, and you know how communications contributes to operational goals. You have knowledge of strategic communications, PR, and crisis communications. It's considered a merit if you have experience or knowledge of change management, preparedness, analysis and follow-up, operational development, and the laws and regulations affecting public communications. Knowledge of CMS, publishing tools, accessibility, understanding of the disinformation environment, and politically governed organizations is also meritorious.
You have experience providing communications support to managers and spokespersons, and leading communications initiatives in everyday operations, change, and crises. You also have experience leading employees with personnel, operational, and work environment responsibilities, and possess knowledge of budgeting and financial follow-up. It's considered a merit if you have experience from both public sector and private business, as well as good English and other language skills.

You understand how a politically governed organization works. You champion openness and transparency while recognizing the strategic communications' importance in creating understanding, supporting change, and strengthening confidence in Region Norrbotten.
What you'll work on
As a unit manager, you're responsible for leading the communications department's operations, developing employees, and creating conditions for high-quality communications work. You plan and prioritize work, allocate resources, follow up, and report on whether operations achieve their goals. You have operational, personnel, work environment, and budget responsibility.
The role is also operational. You work on various communications assignments yourself, provide support to managers and spokespersons, and contribute both strategically and operationally in projects and change initiatives.
You work closely with the communications director, who has overall responsibility for Region Norrbotten's communications, brands, and strategic direction of communications work. As unit manager, you're part of the communications department's management and contribute your perspectives to strategic work, while being responsible for daily operations.
An important part of your mission is strengthening collaboration with other departments and contributing to shared understanding of Region Norrbotten's mission and development, both internally and externally. This creates good conditions for change work and wise use of the region's resources.
You lead a team of approximately 16 employees with various competencies and responsibilities. Your task is to ensure the team has good conditions to succeed and to build on a work environment where quality, accountability, and learning are natural parts of everyday life, along with employee engagement, well-being, and security.

Position information
We offer a permanent employment in your base profession with a time-limited management assignment for three years. Probation may apply. The position is full-time, located at the regional office in Luleå. Working hours are Monday-Friday 8-17, with flexible hours. Start date by agreement. Selection and interviews are ongoing, and the position may be filled before the final application deadline. Region Norrbotten applies individual salary setting in accordance with collective agreements.
The position is classified as security-sensitive, meaning security vetting will be conducted in accordance with the Security Protection Act (2018:585) and Security Protection Regulation (2018:658).
