Ropažu Municipality (Reg. No. 90000067986) Development and Construction Department invites applications for a FIXED-TERM POSITION (~ 8 months) LEGAL COUNSEL (occupation code 2611 01) Position Purpose: To ensure the legality of the construction administrative process by preparing legal documents, providing consultations and legal assistance to municipal employees and visitors on matters within the competence of the Development and Construction Department's Architecture Division and Building Control Division, and to represent and defend the Architecture Division and Building Control Division in court and other state and municipal institutions. Main Duties: • Prepare decision drafts for review at committee, commission, and council meetings; • Evaluate and prepare draft responses to petitions, complaints, and suggestions submitted by individuals and legal entities based on information provided by specialists; • Prepare claims, explanations, and complaints to the municipality's Administrative Acts Dispute Commission, supervisory bodies, and courts; • Prepare appeals of court judgments or decisions; • Review submitted proposals for amendments to territorial plans, submissions for the development of local plans and detailed plans, evaluate them within your competence, and provide opinions; • Provide legal consultations in the field of building control, including cases involving construction permits. Requirements for Candidates: • At least first-level higher legal education; • Work experience in jurisprudence, document management, and customer service; • Desirable work experience in a relevant field at a state administration or municipal institution; • In-depth knowledge of administrative procedure and regulatory acts governing construction; • Ability to apply regulatory acts in construction administrative procedure; • Ability to prepare administrative acts and decision drafts; • Ability to prepare claims, explanations, objections, and appeal documents; • Ability to represent the municipality in court; • Ability to work with large volumes of legal and technical information; • State language proficiency at the advanced level.
