At the legal department, you will work with legal matters across several of PTS's areas of activity. The role gives you the opportunity to deepen your understanding of complex legal issues while gaining valuable insights from technical, economic, and operational perspectives. You will contribute both as legal support and a strategic advisor in a dynamic organization with great societal impact. We work with something everyone takes for granted – the ability to communicate securely. With us, you get the opportunity to make a difference now and in the future. For everyone. The position as senior legal counsel is located in the Regulations unit. The unit is responsible for general legal advice and, in particular, for the legal design of PTS regulations and general guidelines as well as for the agency's rules of procedure and organizational and decision-making procedures. As a senior legal counsel in the unit, you will come into contact with all of the agency's substantive matters, from telecom and radio to digital services, AI, and civil protection. "My name is Caroline Ahlsén Löfgren, and I will be your manager. As a manager, I am committed to creating a safe, inclusive, and positive work environment where everyone feels good, develops, and enjoys themselves at work. I believe in present and trusting leadership where all employees are given responsibility, the opportunity to influence, and stimulating tasks, while feeling supported when needed. For me, security and community are important foundations for engagement, work satisfaction, and good results – when we feel secure, appreciated, and involved, we create the best conditions for success together." About the Role As a senior legal counsel in the legal department, you will be part of the function responsible for the agency's legal quality assurance, overall administrative law governance, and support to management and operations on legal matters. The legal department also manages the agency's work with regulations and internal governing documents, such as rules of procedure and organizational and decision-making procedures, as well as the agency's litigation in court, dispute resolution, and coordination of data protection efforts. In this role, you will provide qualified legal support to management and other departments and participate in the development of decisions, reports, and legislative proposals to the government. You will also participate in the agency's work with regulations and formal responses to consultations, conduct legal analyses and investigations, and interpret and apply both national legislation and the underlying EU legal framework. The work also includes assessment and management of legal matters. The unit has a broad mandate and the work tasks are varied. A typical week can include everything from providing advice on operational matters with short deadlines to working with more complex and long-term legal analyses and development issues. The work is conducted in close collaboration with colleagues throughout the agency and gives you the opportunity to contribute to both the development of operations and legally sound and well-functioning administration. About You We are looking for someone who enjoys collaborating and who finds it easy to build trusting relationships with colleagues from different parts of the organization. You work in a structured and methodical manner, have the ability to plan your work well, and ensure that tasks are completed within given timeframes. As a person, you are solution-oriented and enjoy analyzing complex legal issues, identifying what is essential, and translating it into practically useful advice. The role also requires that you are confident in your profession, can work independently, and use good judgment to determine when matters need to be anchored or escalated. We are looking for someone with: Law degree / Law degree (juris kandidat) 270 credits / 180 credits Notarial certification or equivalent experience. Good knowledge of general administrative law as well as public access and confidentiality legislation. Good ability to express yourself in speech and writing in Swedish and English.
