About the job We at the Procurement and Supply Management Department are responsible for developing and supporting the city's procurement and purchasing activities. An important part of our mission is to combat unfair competition and ensure that the city does business with serious suppliers. Unfair competition occurs, for example, when companies don't pay taxes and fees, when contract terms aren't followed, or when poor working conditions exist. The consequences affect both society and individuals - legitimate businesses are driven out, tax revenue is lost, and people risk being exploited. Through active and preventive work with monitoring, control, and knowledge sharing, we promote a healthy supplier market and sustainable public procurement. As a legal advisor, you'll work closely with our operations and serve as legal support primarily to our specialists in monitoring and control. The focus is on identifying, assessing, and managing legal issues related to contracts and supplier compliance. You'll be part of the Legal and Sustainability Unit, where legal advisors and sustainability specialists work together. The group currently has three legal advisors, and you'll be the fourth. All legal advisors work on many shared issues related to public procurement, such as procurement and contract matters, but you'll have a particular focus on monitoring and control. Your work tasks include: Providing legal support related to: - public procurement, for example procurement and contract matters - monitoring and control of contracts and legal assessments - handling contract breaches, e.g., in cases of early contract termination, assisting in legal proceedings when needed, and more Monitoring relevant legislation and case law and implementing these in practice. Together with other functions in the department, represent and advance the department's issues regarding welfare crime and sound competition both internally and externally. Work on monitoring and control is undergoing strong development, which means your tasks may evolve over time. We warmly welcome your application! About you We're looking for someone with a Swedish law degree and several years of relevant work experience in legal work related to public procurement, preferably with a focus on combating welfare crime. You have good knowledge of contract law and dispute resolution. It's a merit if you have experience with corporate law, administrative law, the Public Procurement Act, or economic auditing. We're looking for someone who has the ability to transform theoretical knowledge into creative, pragmatic, and legally sound solutions. You quickly grasp legal and complex issues, can identify problems, analyze their core, and propose effective and feasible solutions with the customer in focus. To make complicated law understandable, you need to be communicative. You have strong communication skills and the ability to present information and suggest legal solutions clearly, both verbally and in writing. Since the role involves many points of contact, you're comfortable adapting your communication to different audiences and situations to ensure your message gets through. Good collaboration skills are essential, as you'll work closely with both colleagues and customers to find the best solutions together. You're willing to challenge the status quo and see opportunities for change. You contribute to creating situations where new ideas and suggestions can develop. To succeed in the role, it's necessary that you're self-assured, can prioritize well during busy periods, and set boundaries when needed. You take responsibility for your tasks and drive your work forward.
