If your values are also people, professionalism, responsibility, and collaboration, The Ministry of Welfare invites you to apply for a vacant civil service position – Legal Counsel In the Children and Family Policy Department's ESF project "Support Instruments for Reducing Domestic Violence" for a fixed term (until October 31, 2029) Key responsibilities: Provide legal support for Project implementation in accordance with conditions, action plans, and schedules; Ensure procurement activities necessary for Project implementation, including developing procurement specifications and other necessary procurement documentation; Coordinate procurement procedures, analyze opportunities for their improvement, and provide relevant recommendations; Coordinate the work of the procurement commission, including evaluating proposals (applications) submitted by candidates in accordance with procurement specification requirements; Ensure preparation and coordination of procurement and cooperation agreements implemented in the Project; Monitor compliance of procurement procedures performed in the Project with regulatory requirements; Participate in the development of regulatory act drafts related to Project implementation, provide recommendations on regulatory acts necessary to ensure successful Project implementation; Consult Project management and implementation personnel on legal matters. Requirements for candidates: Compliance with the requirements of Article 7 of the State Civil Service Law; First-cycle higher education in law; Legal work experience; Experience in public procurement (participation in procurement commissions, development of procurement documentation, cooperation with the Procurement Supervision Bureau, etc.) in the last five years; Desired experience in implementing projects financed by European Union funds or other financial instruments; Understanding of state administration operations and regulatory acts governing this field; Knowledge of administrative procedure, public procurement, and obligations law; Education acquired in the state language or language skills corresponding to C level 2, as required; English language skills at least at B1 level, necessary for performing job duties to ensure understanding of international best practice examples; Good computer skills (Office applications). We offer: Monthly salary from EUR 1,894 to EUR 2,090 (before tax deductions) in accordance with the classification of the state and local government institution position catalog established by the Cabinet of Ministers and considering the salary group corresponding to the position, as well as individual professional qualifications and competencies; Allowances and social guarantees in accordance with established state administration provisions; Responsible and interesting work; Continuous professional development of knowledge, skills, and abilities; Support for work-life balance, including the option to use childcare facilities and flexible working hours; Work location in Riga city center with hybrid work options and good working conditions.
