We are seeking an interim head for a unit for Animal Welfare and Veterinary Affairs consisting of approximately 12 specialists, both animal welfare officers and veterinarians. The group needs a leader who is clear, structured, and has a coaching approach. Solid experience in leadership/management is important. Work tasks primarily involve leading daily operations, managing workplace environment risks, and together with the department head developing a job specification for a permanent leadership solution. It is important to have extensive experience managing workplace environment and rehabilitation matters. The position is full-time, with 4 days per week on-site at the office in Nyköping. Must-Have Requirements Management Experience: Documented experience in management or clear supervisory leadership role with responsibility for employees, workplace environment, and prioritization Stabilization Ability: Experience entering unclear or strained operations and quickly creating structure, decisions, and follow-up Employer Responsibilities: Ability to handle employee matters, performance issues, difficult conversations, and workplace environment risks within given frameworks Workplace Environment Competence: Practical experience with systematic workplace environment management, risk assessment, psychosocial work environment, and collaboration with HR/occupational health services Presence: Can be on-site in Nyköping at least four days per week Availability: Can start immediately, preferably no later than 2026-08-24 or by agreement Public Sector Operations: Understands government environment, legal certainty, documentation, and formal decision procedures Reporting: Can provide a brief written status report after 30 working days and an action plan after 60 days Should-Have Requirements Supervision or Government Authority: Experience in operations where legal certainty, prioritization, and external influence are important Specialist Group: Experience leading qualified specialists where expertise and management need to be kept separate Change of Work Methods: Experience implementing meeting structures, case management, follow-up, and common work approaches Conflict and Collaboration Matters: Ability to manage group tensions while maintaining objectivity and an employer perspective Animal Welfare/Veterinary Context: Meritorious but not a main requirement – management and structure are weighted more heavily Personal Profile The interim head needs to be clear, calm, present, and decisive. The role requires the ability to quickly gain the employer's confidence, set boundaries, maintain structure, and follow up without getting stuck in lengthy processes. The consultant needs to be practically oriented, tolerate friction, and be able to work closely with the department head and HR.
