The Procurement Unit ensures the Swedish Police Authority's supply of goods, services, and construction contracts in all areas except IT. The agency's annual procurement volume is approximately 10 billion kronor. The Procurement Unit directs, supports, and develops the agency's procurement activities. We plan, procure, and follow up on the agency's contracts and suppliers. The Procurement Unit promotes e-commerce, robust supply chains, and optimized central inventory management. The unit consists of four sections and has just over 100 employees. Procurement work is conducted professionally, has a strategic focus, and includes active contract management. We are responsible for meeting the agency's needs in a professional and legally sound manner while leveraging market competition. The unit acts proactively and drives value-creating procurement activities with a sustainability focus for the entire agency. The Indirect Goods and Services Group is responsible for categories including occupational health and safety, training services, interpretation services, consulting services, asset sales, travel, and communications services. We are now seeking a procurement officer with placement primarily in Malmö, but depending on circumstances, placement in Stockholm may also be possible. Job Responsibilities In the role of procurement officer, you will work operationally to support the agency's needs in various parts of the procurement process. This is a broad and varied role with a clear emphasis on implementation. Through assignment to one or more categories/subcategories, more specific job responsibilities are defined based on needs, and work is conducted in close collaboration with strategic procurement officers who are responsible for overall strategies. You independently manage the implementation of a complete call-off or procurement process and ensure that work is conducted in accordance with applicable strategies, from the time a need arises until the contract is concluded. The work involves close collaboration with various divisions of the Swedish Police Authority that set requirements, and you initiate and maintain contacts with internal and external stakeholders throughout the contract lifecycle. To achieve the unit's goals, you contribute together with your colleagues to develop, streamline, and ensure legal compliance in the agency's procurement. Work is conducted periodically at a high pace with many assignments running in parallel. Examples of common job responsibilities: Translate operational requirements and anticipated needs into documentation with appropriate requirements and evaluation models. Drive and lead call-offs/renewed competitive bidding from framework agreements and direct procurements of various types. Identify and report within the group the need for new procurement areas. Monitor and follow up on suppliers based on applicable contract requirements. Qualifications This is an opportunity for you if you have: 2 years of professional or higher education within procurement or other education combined with work experience that the employer deems relevant Current experience supporting and participating in various parts of the procurement process Strong knowledge of LOU (the Public Procurement Act) and basic commercial law Very good ability to express yourself in Swedish, both verbally and in writing It is advantageous if you also have: Procurement training focused on public procurement Current experience with administrative work within public sector operations Current experience with independent work on the procurement process in accordance with LOU Market or operational knowledge within the category Personal Qualities The job responsibilities require that you can structure your work and independently drive your processes forward.
