About the job As a procurement specialist, you will implement and support all forms of procurement activities in close collaboration with requesters in the organization. In this role, you work to achieve increased operational value and cost-effectiveness for Skolverket and, in turn, for the agency's target groups. You act as a project manager by supporting requesters throughout the entire procurement process and driving the assignment toward its goals. As a procurement specialist, you work with direct procurements, framework agreements, and less complex procurements. In this particular role, there will be a strong focus on procurement categories for school services and purchases from educational institutions through agreements. Further, your role is to support and develop external partnerships with suppliers and other government agencies with a focus on cost-effectiveness, negotiations, supplier management, and contract monitoring. Proactively providing advice and support to the agency's requesters and occasionally conducting internal training in the field are also part of the role. You will be part of the Procurement and Public Procurement unit, which consists of approximately 15 employees. We work on a category-based approach to our procurements, and the unit is divided into three groups focusing on IT & consultants, goods & services, and school services & agreements. The groups include procurement specialists alongside procurement officers who have category leader roles. Read more at www.skolverket.se/jobb For this job, you should have: post-secondary education in procurement and public procurement, current experience working with procurement, such as competitive procurement and contract management, current experience working with modern IT tools in procurement work, very good ability to express yourself orally and in writing in Swedish. It is meritorious if you have experience working with extensive agreements between government agencies. It is also meritorious if you have experience working as a procurement specialist/procurement officer under the Public Procurement Act as well as if you have worked in a government agency. As a person, you need to: be communicative and ensure that your message reaches the recipient, make achieving goals and completing work your highest priority in a structured manner, with focus on the requester's and agency's needs, have a business-oriented mindset and demonstrate it by focusing energy and resources on projects and tasks that generate added value, have a good ability to develop trusting collaboration and strong relationships with all parts of the agency.
