Jelgavas valstspilsētas pašvaldības iestāde "Jelgavas digitālais centrs" announces a competition for an Information Systems Security Manager position. Main Responsibilities: 1. Ensure the implementation and development of information security policies for the municipality's information systems (hereinafter - IS). 2. Monitor the information security status in the municipality's information systems, assess its compliance with the regulatory acts of the Republic of Latvia, international standards, and the functional needs of Jelgavas valstspilsētas pašvaldība. 3. Organize and manage measures to prevent information security incidents and improve the security status of the municipality's IS. 4. Monitor IS user rights management and record-keeping, oversee user requests and development plan implementation, and ensure timely response to information security incidents. 5. Regularly control user rights compliance with job requirements, organize and conduct regular user rights audits. 6. Control the physical and logical security of the municipality's IS technological resources, determine the actual and desired risk levels for the municipality's IS. Plan and organize information security improvement measures to achieve the desired risk level. 7. Report on the electronic information security status in the municipality, its threats, deficiencies, and risks. Prepare and submit recommendations for improving information security status. 8. Monitor the creation of backup copies and archives, their compliance with information security policies. 9. Monitor event registration in information systems and the storage of registration records. 10. Implement and maintain information security management software, ensure its functionality and updates. Prevent unauthorized use of technological resources and ensure timely response to information security incidents. 11. Regularly inform information users about current information security maintenance and improvement matters. 12. Within the scope of competence, participate in the municipality's civil protection and disaster management measures. 13. Participate in Information Technology project development. Requirements for Candidates: 1. Higher education in information technology, computer science, cybersecurity, or information security. 2. At least three years of professional work experience in information technology, information security, or cybersecurity. 3. Knowledge of information security management principles, risk management, and cybersecurity incident management. 4. Knowledge of ISO/IEC 27001 standard and other information security standards. 5. Understanding of computer networks, server infrastructure, access rights management, backup procedures, and information system business continuity. 6. Ability to develop and maintain information security documentation, procedures, and internal regulatory acts. 7. State language proficiency at the highest level (C2). 8. Good technical English language skills. 9. Excellent communication, collaboration, and work organization skills. 10. Impeccable reputation. The following will be considered as advantages: 11. Internationally recognized information security certifications (CISSP, CISM, CISA, ISO 27001 Lead Auditor, ISO 27001 Lead Implementer, CompTIA Security+, or equivalent). 12. Experience working in state or municipal institutions. 13. Experience in cybersecurity incident investigation and prevention. 14. Experience working with security monitoring, vulnerability management, or security event analysis solutions. Application Documents and Information: 1. The position is classified at level III of job family 21.7 (12-month salary group) with a monthly salary up to 2128.00 euro.
