The State Chancellery announces a competition for the position of LATVIA SCIENCE COUNCIL DIRECTOR Requirements for candidates: - Compliance with the requirements of Article 7 of the State Civil Service Law; - Compliance with the requirements specified in the Law "On State Secrets" to obtain special authorization for access to state secrets; - Master's degree, preferably a scientific doctoral degree[1]; - At least three years of experience in a leading position in a scientific institution, including higher education institutions (for example, as a head of an institution or its structural unit, or as a scientific or administrative head of a research and development project with total project funding of not less than 1 million euros and with at least five subordinate employees), or at least three years of experience gained in the last five years in another leading position in science, research, and innovation with at least five subordinate employees (please indicate in the CV the number of employees managed in the relevant position); - Experience in attracting private and/or public funding, including for research and innovation projects; - Experience in developing, implementing, and/or managing research and development projects; - Scientific or research representation experience at the international level (expert groups, international sector organizations, project evaluation panels, etc.); - Knowledge of Latvia's science and technology development, innovation system, and the European Research Area; - Knowledge of the principles of state administration; - Understanding of regulatory acts in the science sector; - English language proficiency at C1 level, according to the European Common Framework of Reference for Language Learning: https://europa.eu/europass/en/common-european-framework-reference-language-skills[2]; - Systemic approach to problem-solving and ability to perceive and analyze complex and large-volume information in various fields; - Excellent strategic planning, collaboration, communication, and presentation skills; - Impeccable reputation. Since September 2015, the selection of heads of state direct administration institutions has been centralized by the State Chancellery. Candidate selection is conducted in accordance with Cabinet of Ministers Regulations No. 293 of June 9, 2015 "Procedure for Selection of Candidates for the Position of Head of State Direct Administration Institution, Chairman and Members of the Competition Council". Candidate selection will take place in three rounds: - In the first round, the competition commission will evaluate the submitted documents and the candidates' compliance with the mandatory requirements, as well as education and experience requirements; - In the second round, candidates will explain their motivation to hold this position to the competition commission, answer the commission's questions, and present their vision for the further development of the Latvia Science Council to promote scientific excellence in Latvia and its contribution to the economy, as well as develop communication with society; - In the third round, candidates' management competencies will be assessed: team leadership, orientation toward achieving results, decision-making ability and responsibility, strategic vision, relationship building and maintenance. Candidates are requested to submit the following documents to the State Chancellery by September 7, 2026: - A cover letter for participation in the competition, indicating the motivation to hold the position of Director of the Latvia Science Council. The cover letter must include a statement of compliance with the requirements of Article 7 of the State Civil Service Law and a statement of compliance with the requirements specified in regulatory acts to obtain special authorization for access to state secrets; - A curriculum vitae of the candidate containing information confirming compliance with the requirements mentioned in the announcement (preferably according to the Europass CV standard available at www.europass.lv).
