State Forest Service (hereinafter - SFS) announces a competition for a vacant Procurement Specialist position in the State Property Supervision and Management Division of the State Forest Service (for an indefinite period). Work location: 13 January Street 15, Riga. Requirements for candidates: • Academic higher education or second level higher professional education; • Desired at least 2 years of professional experience working with public procurements in state administration; • Experience in preparing administrative acts, procurement documentation, contracts and other legal documents. • Knowledge of state administration, administrative procedures and regulatory acts governing public procurement. • Excellent knowledge of Latvian language. • Ability to work with large volumes of information and resolve problem situations. • Ability to assess priorities, plan and organize work completion within specified deadlines. • Communicability, accuracy, high sense of responsibility and ability to work in a team. Main job responsibilities: • Ensure the conduct of procurement procedures, develop procurement procedure documents (orders on establishment of procurement commissions, draft procurement procedure regulations, procurement commission meeting minutes, draft technical specifications, draft letters to candidates, draft procurement contracts, announcements to be published in the e-procurement system's e-tender subsystem and publication management system, etc.); • Participate in the work of the procurement commission as a member of the procurement commission; • Ensure liaison with state institutions on public procurement matters and ensure information exchange between the customer and suppliers; • Provide consultations to persons involved in the procurement procedure regarding the application of regulatory acts governing public procurement; • Represent the interests of the State Forest Service in state institutions and courts on matters related to the organization of public procurement.
