PROCUREMENT SPECIALIST (in the field of public procurement)

We will entrust you with:
- providing professional support to procurement commission work, preparing draft procurement documentation and contract drafts;
- documenting the progress of the procurement process;
- organizing efficient information circulation with procurement commission members and technical specification developers;
- performing documentation publication within the timeframes specified in the procurement process;
- providing methodological and advisory support in preparing technical specifications for procurement, promoting the development of technical specification preparation competencies among company employees;
- providing methodological and advisory support in implementing non-regulated procurement procedures and administering concluded framework agreements; preparing contract drafts for non-regulated procurement procedures;
- entering and retrieving data in the Electronic Procurement System (including announcing procurements) and publishing notices;
- providing support in preparing the annual procurement plan;
- preparing draft response letters to applicant submissions;
- analyzing the procurement procedure execution process, providing suggestions for improving the procurement process.
We expect that you have:
- higher education in law (legal qualification) or in a field corresponding to the performance of job duties (preference - legal education);
- at least two years of successful professional experience and knowledge in conducting public sector procurement, including work with the Electronic Procurement System and the Procurement Oversight Bureau's Publication Management System;
- ability to independently plan and perform specified job duties, set priorities, plan, organize and execute your work within specified timeframes, ensuring efficient use of time and resources;
- knowledge of applicable regulatory acts relating to public procurement;
- precision, ability to perform work duties at a high professional level, high sense of responsibility, willingness to work in a team;
- ability to prepare quality procurement contracts;
- state language knowledge at an advanced level;
- excellent MS Office skills.
