Lapplands Kommunalförbund is a collaboration between the municipalities of Kiruna, Gällivare, Jokkmokk, and Pajala. The federation is responsible for important public functions including secondary education, adult education, energy and climate counseling, procurement, and personal advocacy services. The federation employs approximately 350 employees who together contribute to creating value for both individuals and society.
Our federation office is decentralized, giving you the flexibility to be based in Kiruna, Gällivare, Jokkmokk, or Pajala.

JOB RESPONSIBILITIES
Our current HR strategist at Lapplands Kommunalförbund will be changing employers in the near future, and we are seeking a new employee and colleague to join our organization.
Together with the federation director, secondary education director, and adult education director, you will work with strategic guidelines for the federation's HR initiatives. As an HR strategist, you work closely with the federation's managers and serve as our contact point with the member municipalities' HR departments. Together with our HR consultant, you form the federation's HR function. Your responsibilities further include responsibility for labor relations, MBL procedures, and cooperation. You will also handle administrative tasks and investigations. You will have the opportunity to discuss with the federation director and HR consultant to influence the focus and direction of the role.
QUALIFICATIONS
University degree in HR or related field and experience with independent work on HR matters, or other equivalent education/experience that the employer deems sufficient.
We expect strong communication skills in both speech and writing. Great importance will be placed on personal qualities and abilities. You have good collaboration skills and find it easy to create and maintain good relationships. You have the ability to take your own initiative for change and development and can create engagement for your areas. As an HR strategist, it is important that you have a strategic perspective, see the bigger picture, think long-term, and have analytical abilities.
Experience working in politically governed organizations is a merit.
A valid driver's license is required.
Employment type: Permanent position.
Duration: Permanent, start date: 2026-11-02 or by agreement.
