By guiding, supporting and developing HR work, we create favorable conditions for managers and employees, while contributing to making Norrköping Municipality an attractive employer. The HR Department is organized into four units: the Competence Supply Unit, the Salary Unit, the Negotiation Unit, and the HR Unit. The Staffing Center is part of the Competence Supply Unit and has a municipality-wide responsibility for matters including those related to the Employment Protection Act (LAS), such as right of first refusal, conversions and redundancies. We have the task of quickly being able to adjust the organization according to new conditions while making the most of each individual employee's competence. Here you will be part of a small team of four engaged colleagues who enjoy working together and support each other in daily work. At the same time, we have great freedom and trust in our assignments. You will find us today in the completely newly renovated Town Hall, centrally located in Norrköping. Your responsibilities As an HR Consultant at the Staffing Center, you will have a varied and meaningful assignment where you, together with your colleagues, contribute to creating safe, legally secure and sustainable processes for the organization's managers and employees. You work both operatively and tactically with employment law matters and municipality-wide procedures. The role includes work with right of first refusal, conversions and redundancy processes, but also competence mapping meetings and sensitive conversations, such as exit meetings due to lack of work where you represent the employer. An important part of the assignment is to support and guide managers in municipality-wide processes. Through dialogue, collaboration and equivalent assessments, you create clarity and security in the organization. You maintain close dialogue with union representatives, identify the needs of the operations and are an important partner to managers in their daily work. As part of the Staffing Center, you will also have the opportunity to contribute to upcoming development work, for example in system support and other municipality-wide processes. The position is a parental leave substitute for at least one year with the possibility of extension. Who are you? We are looking for you who have higher education with a focus on HR, behavioral science or other education that the employer considers equivalent. You have experience with qualified HR work and are accustomed to providing support to managers at both operational and tactical levels. You have experience with employment law matters, or alternatively in-depth knowledge through education. Experience from larger organizations, preferably municipal operations, as well as knowledge of union cooperation are meritorious. You have the ability to pedagogically coach and guide managers in complex matters, while being confident in your profession and daring to stand firm when legislation, agreements or internal processes require it. You work in a structured manner, have good administrative skills and feel comfortable handling large amounts of information in different systems, including Excel. You are independent and take responsibility for your assignments, while appreciating collaboration and actively contributing to the group's joint development. When facing changes, you see opportunities rather than obstacles and easily adapt to new ways of working and conditions.
