The Swedish National Board of Institutional Care (Statens institutionsstyrelse, SiS) is an authority responsible for individually tailored coercive care for youth with complex psychosocial issues and for adults with substance abuse disorders. SiS Youth Facility Hässleholm is a secure institution with four treatment units, two intake and needs assessment (MBB) units, and one open TFCO unit. At Karlsvik in Höör, we operate an open discharge preparation unit. We primarily admit school-age boys and some girls with ongoing criminal involvement and, in some cases, substance abuse issues. The HR Generalist Role at Our Facility As an HR Generalist at the institution, you support managers and employees to create conditions for them to fully perform what they do best. In this role, you work operatively, strategically, and broadly across the entire HR field, including recruitment, rehabilitation, personnel matters, competency development, employment law (terms, agreements), and union negotiations. You are also responsible for monitoring employee contracts and agreements, as well as other administrative tasks that follow from the work mentioned above. The saying "no two days are alike" applies well to this role. You will have primary responsibility for all our recruitment processes and collaborate with both internal and external parties. You will receive support from HR administrators, administrators, staffing planners, and training coordinators. We work with systems including Primula, Reachmee, EFOS, and Refapp, among others. Our culture emphasizes on-site office work for most employees, enabling close collaboration and short decision-making paths. Our team is led by an administrative manager and consists of approximately 15 people in various support positions. You will work in an open and welcoming environment where collaboration with managers and colleagues flows easily with mutual engagement. Qualifications University degree in HR or personnel science. Equivalent qualifications with complementary HR experience may also be relevant. At least 1 year of HR experience in several of the following areas: Recruitment and onboarding of new employees Manager support Competency development HR administration Rehabilitation and personnel matter processes Employment law advisory Organizational development Salary review work Work environment Negotiations Fluent Swedish, both spoken and written Very good knowledge of the Office suite Meritorious: Several years of broad operational HR experience. Experience with HR work at a state authority Experience working at SiS Personal Qualities: As a person, you need to be a quick learner and engaged. The role will require you to take own initiatives both for collaboration with required functions and for taking charge of tasks within your area. We want you to be driven and unafraid to bring new ideas and improvement suggestions. However, since we are a state authority, you must also have a good sense of the state framework and the regulations and laws we must comply with in our work. You need to be skilled with digital systems and able to work across the Office suite, particularly Excel and OneNote.
