Do you want to work at an independent agency where engaged employees are the most important resource? The Swedish Agency for Health and Care Services Analysis' mission is to monitor and analyze health care, dental care and social services from a patient, user and citizen perspective. We are now seeking an HR Manager who wants to work broadly with HR support close to operations, management and employees in a smaller organization and contribute to the agency's development. The position is located at the Administration Department, where the internal support functions are consolidated. About the role We offer an exciting and varied position for someone who wants to work broadly within HR. As HR Manager, you are responsible for the agency's HR matters and work both operatively and strategically. You plan, drive, manage and develop processes in the area. This includes talent acquisition and development, recruitment, payroll processes, labor law, labor-management cooperation and workplace environment. You also work on developing leadership and employee engagement at the agency and support managers in all types of HR matters. You are the agency's contact person toward Arbetsgivarverket and occupational health services and are responsible for contacts with trade union organizations. You are also responsible for statistics, reporting in the annual report and procurement within the HR area, as well as some payroll administration. You are the contact person for our payroll service provider, SSC. The role as HR Manager also includes budget responsibility for the area. You manage an HR Generalist and together you carry out HR work in close collaboration with the Administration Manager, Director General, other management functions at the Administration Department and other managers and employees in the organization. Who are you? We are looking for someone with an academic degree focused on personnel and labor issues or other equivalent education. You have solid and broad experience in both strategic and operational HR work within a state agency or other public sector organization. As HR Manager you need to have: experience in strategic HR work in collaboration with management experience in supporting managers in various personnel matters good knowledge of labor law and regulations applicable to state agencies. It is advantageous if you have experience in driving change and development work. Personal qualities We place great importance on personal qualities, abilities and driving forces.
