The Swedish Agency for Marine and Water Management (HaV) drives and coordinates work for living seas, lakes, and waterways on behalf of the government, now and for future generations. The Fisheries Control Department has overall responsibility and coordination for fisheries control in Sweden. We are responsible for monitoring and supporting Swedish commercial fishing in accordance with the EU's common regulatory framework, with a holistic perspective on fisheries control and ecosystem-based management. We work closely with other departments within the agency and with external stakeholders. At the Fisheries Monitoring Unit, we are 27 people who collect and manage information, register, review, validate, and check data from commercial fishers and those who sell fishery products. We are responsible for around-the-clock monitoring of commercial fishing in Swedish waters, in cooperation with, among others, the Swedish Coast Guard. The Fisheries Monitoring Unit's operations are in constant development. We are now looking for a case officer who wants to contribute to sustainable fishing and help develop our working methods and digital solutions. As a case officer with us, you will have a varied role. You provide service and support to commercial fishers and other stakeholders in the operational area and participate in developing our IT systems for reporting fishing activities. You identify the operational needs, contribute to requirements specifications, and conduct testing. You become a link between operations and IT and have the opportunity to influence how our working methods and digital solutions develop. By contributing to effective reporting, good regulatory compliance, and legally sound processes, you help create the conditions for long-term sustainable management of our shared fish resources. Responsibilities As a case officer at the Fisheries Monitoring Unit, you will be an important part of ensuring that fishery activity reporting functions efficiently and with legal integrity. You will, among other things: provide service and support to fishing stakeholders regarding regulations, reporting, and IT systems quality assure and analyze reported data contribute to the development and testing of IT systems for fishing activity reporting based on operational needs and applicable regulations serve as a link between operations and IT, both in ongoing management and in development projects interpret and explain regulations clearly and comprehensibly develop and improve working methods and processes keep user manuals and procedures up to date maintain contact with relevant companies and authorities, both nationally and internationally. The work involves both independent responsibility and close collaboration with colleagues and other functions. Other tasks within the unit and department may also become relevant. Qualifications We are looking for someone with a university degree at bachelor's level or equivalent in social sciences, natural sciences, or another relevant interdisciplinary field, or knowledge that we assess as equivalent. You have at least three years of work experience, preferably from public administration. To succeed in the role, we also see that you have: experience with operations-driven requirements specification within digitalization experience working in an operations environment with multiple IT systems and dependencies between different systems and processes experience with legal work or administrative law and feel comfortable interpreting and explaining regulations excellent ability to express yourself clearly and professionally in Swedish and English, both orally and in writing. It is a merit if you have good knowledge of EU and national regulations within fisheries control, particularly regarding reporting. Who are you? We place great importance on your personal qualities. Terms The salary range for the position is between 37,000–44,000 SEK/month and is based on proficiency in relation to competencies relevant for the position. The position is permanent, full-time, and a probationary period may apply. Start as soon as possible by agreement. The starting point is that the work is normally carried out at the agency's premises; however, after agreement with the unit manager, employees may work a maximum of two days of a full-time position, or work time equivalent to two days per week, remotely.
