About the job
The position involves responsibility for planning and work on measures within civil protection, with a particular focus on evacuation, shelter accommodation, and other planning measures to increase the region's capacity to protect the civilian population.
In addition, you are expected to be able to support other areas within rescue services during heightened preparedness and other civil protection assignments. The civil protection assignment is in an expansive phase, which means that work tasks may change over time.
During a period, it also includes driving planning for participation in the international exercise Exercise Polaris (2027) and using lessons from the exercise to develop civil protection plans.
The work largely involves driving the development of the region's capacity to maintain important societal functions during peacetime crises and war, and to participate in national work related to civil protection.
You will be part of the Civil Protection Unit, whose overarching goal is to create conditions for a sustainable, secure, and safe Norrbotten. To achieve this goal, the unit works on assignments within areas such as disaster protection, crisis preparedness, civil defense, security protection, signal protection, and adaptation to climate change.
About the role
As a civil protection handler and exercise coordinator for the County Administrative Board's participation in Exercise Polaris, you will, among other things:
Work on developing regional evacuation/shelter accommodation plans
Work with civil host nation support
Serve as the contact person with the Civil Protection Agency in planning Exercise Polaris 2027 and coordinate the County Administrative Board's participation in the exercise.
Participate in various working groups and collaborate both internally within the agency and externally with, among others, municipalities, other county administrative boards, the office for the Northern civil area, and national agencies such as the Civil Protection Agency.
The tasks also include managing referrals and representing the County Administrative Board in various meetings. You may also become responsible for coordinating different networks and/or working groups.
About you
We are looking for you who have:
a university or college degree relevant to the position, or other post-secondary education that, together with experience, we assess as equivalent
good ability to communicate both orally and in writing in Swedish, and good proficiency in English
experience collaborating with various actors, both public and private.
As a person, you have an easy way of building relationships and collaborating. Furthermore, you are receptive while having the ability to drive your work tasks forward and work with legal certainty and independence. You are confident in yourself and have high integrity.
Given that civil protection and total defense work is in a development phase and the unit is responsible for managing societal disturbances, you need to be prepared to quickly adapt and have a flexible approach. This simultaneously gives you opportunities to develop and both broaden and deepen your competence with us.
It is an advantage if you have:
Experience working with crisis preparedness or total defense matters
Experience with exercise planning and conducting training
Experience collaborating with various actors and target groups in society.
Experience with and knowledge of methods for developing plans related to crisis preparedness or civil defense.
Good local knowledge and established networks in the region related to crisis preparedness and total defense.
Knowledge of and experience working with human rights.
