Description
The Business Security Unit is a newly established unit with the aim of consolidating expertise working with security, operations, and continuity. As part of this work, the unit is responsible for the authority's leadership capability with a focus on developing, operating, and managing emergency operations centers and associated technical systems. We currently consist of one unit manager and four staff members and are part of the Department for Management and Operations Support.
Responsibilities
In this role, you have a central part in developing the authority's capability related to protected emergency operations centers and facilities with enhanced leadership capability in accordance with the authority's strategy. Work on development includes facilities, technology, and management support systems.
The responsibilities include, among other things, preparing documentation and leading projects to modernize our emergency operations centers and managing mobile emergency operations centers. You will also work on further developing the technical and operational conditions required for the County Administrative Board to maintain robust leadership capability. This may include protection of facilities and operations as well as planning for relocation of activities.
You will drive the work of developing instructions for commissioning, procedures, and plans for exercises, training, and inspections. Your task is to actively work to build up systematic processes within your area of responsibility.
In this role, you are the contact person toward the Swedish Civil Contingencies Agency (MSB) regarding matters concerning the development, functionality, and management of emergency operations centers. You are responsible for planning annual functional inspections and commissioning of the emergency operations centers and ensuring that the County Administrative Board's wartime organization practices activating the emergency operations centers.
Depending on your competence profile, you may also work with additional areas within the authority's business security.
Qualifications
We are looking for someone with education in an area we consider relevant for the position. Examples of relevant education include specialist officer training in management systems, technology or security services, relevant education in civil security and total defense, emergency services, or training as a security coordinator.
For this role, you must have:
Documented experience with operational work involving technical systems and experience with operation, management, or development of facilities or management and communications systems.
Experience in project management or a coordinating/leadership role
Experience working with matters concerning the development of emergency operations centers
Experience working with security protection
Experience writing and formulating as well as managing procedures, plans, and instructions
It is advantageous if you have:
Experience working with communications systems and signal security
Education in or experience working with protected spaces against eavesdropping
Education in or experience working with protection against compromising emanations
Civil or military security guard certification
Instructor training in, for example, security guard training, HAS, or emergency medical care
You are a driven, structured, and development-oriented person. You are thorough, can work independently and take your own initiative. Your knowledge of Swedish and English in speech and writing is good, as are your skills with modern IT systems.
Terms
Swedish citizenship and a Category B driver's license are required for this position.
