As a Results Management, Learning and Monitoring Advisor, you will be part of the team at the Section for Peace, Security and Resilience Operations in the role of MEL Advisor (MEL = Monitoring, Evaluation and Learning). Your responsibilities and tasks As a Results Management, Learning and Monitoring Advisor, you will be one of the section's advisors; other advisors specialize in environment and equality. You will provide support to projects, project managers and operational staff on methodological issues regarding monitoring and evaluation and results management, contribute to developing new projects with methodological expertise, and drive internal development and capacity building regarding monitoring, evaluation, learning, experience feedback and results management. Main tasks will include supporting project managers of capacity development projects in methodology selection, development of monitoring and planning systems, and supporting project managers in developing data collection tools (such as surveys, interview guides, observation protocols and similar), as well as in implementing data collection. You will also facilitate workshops, reflection exercises, experience seminars and similar activities. Additionally, you will strengthen capacity in results monitoring and evaluation among staff in the unit, based on the different projects' varying needs. Cross-cutting issues such as environment and equality are integrated in all the Agency's projects and should also be monitored and measured. You may also support the units for humanitarian and peace-promoting operations on overall MEL issues based on planned needs. Project-specific tasks may involve working with other people and groups beyond project managers, such as operational staff and the section's collaboration partners in project implementation. Your knowledge and competencies We are looking for someone with: Relevant university degree. Documented experience of qualitative and quantitative methods and systems for RBM and MEL from international development work (Sida and/or EU-financed projects). Strong communication skills in speech and writing, in both Swedish and English. It is advantageous if you have: Experience from the region – Western Balkans, Turkey, Ukraine, Armenia and Moldova. Experience from capacity development. Experience facilitating workshops and training and/or other communication work. About the employment We offer you a permanent full-time position that begins with a probationary period. Your workplace location will be Karlstad or Stockholm, and travel is part of the position. Majority of our positions involve placement in security clearance. Typically Swedish citizenship is required. When placed in security clearance, security vetting with background check will be conducted before employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are placed in wartime positions. About us The Section for Peace, Security and Resilience Operations is part of the C3 Unit for Implementation, which is part of the Department for Operational Planning and Management. The goal of the section's activities is to strengthen capacity and response ability of collaboration partners to promote sustainable peace, security and development in conflict and post-conflict countries and failing states in order to promote human freedom and security. Also to strengthen the ability of collaboration partners to prevent, rebuild and create preparedness for effective management of risks, disasters, crises and war. The assignments consist of both multilateral and bilateral cooperation within the agency's mandate, which includes operations for NATO, the EU's civil crisis management operations, OSCE and the UN's peace promotion structures.
