About the unit
The IT Department consists of approximately 120 employees working across the entire chain from idea to operation within application, infrastructure, and support for all of SMHI. The authority's operations require a broad technical range, from data collection to heavy simulation and intuitive presentation, which places high demands on flexible, robust, and business-close IT development.
The Development Unit within IT comprises approximately 55 employees distributed across four groups and provides expertise in system development, architecture, project management, team coaching, and UX. The unit's mission is to ensure appropriate IT expertise, efficient working methods, and rapid adaptation of SMHI's IT-intensive data production chain to new technology, increased security requirements, and operational needs within weather, water, and climate.
About the position
As Group Manager for IT Development Model and Storage, you report to the Unit Manager for IT Development. In the management team for IT Development, we consist of one unit manager and four group managers who work as a team according to common working procedures and goals. You have overall responsibility for the group's work environment, competence development, and coaching. Together with other managers in the unit, you are responsible for strategic planning and finances within the framework established by the system development operations.
Each manager has the opportunity to deepen their expertise in special areas such as methodology for competence supply, consultant strategy, agile system development, readiness, or IT security, both for the unit and in some cases for all of SMHI.
System development is conducted in self-organizing, cross-functional teams where IT expertise collaborates with scientific experts in weather, water, and climate. In this role, you are responsible for ensuring that the right IT expertise is available in the teams and for supporting the operations in work to streamline their value streams. The assignment involves close collaboration with other IT units and operations managers.
The position also includes scheduled on-call availability every 7–8 weeks for coordination in case of any IT incidents outside regular working hours.
About you
We are looking for someone with higher education in IT – or equivalent experience that SMHI considers equivalent. You must have at least two years of management experience – for example as a line manager, project manager, team lead, or similar leadership role.
You communicate fluently in Swedish and English, both verbally and in writing. You feel comfortable in a technical organization and quickly understand how the production chain functions and how it can be monitored to identify efficiency improvements.
You master the terminology and methods behind stable system development, have several years of experience driving development in IT-intensive environments, and have good knowledge of Lean and agile working methods. You see the value in self-organizing teams and have good understanding of roles within DevOps, system development, UX, and testing in complex production.
It is meritorious if you have one or more of the following experiences:
You have experience and understanding of how open source can be used to create resilience, security, and innovation in public and private sectors.
You have been involved in establishing new working procedures for enhanced IT security and handling of data at different protection levels.
You have experience working in an organization with an established culture around crisis management.
You have experience building a culture characterized by innovation, work satisfaction, and value creation.
You have actively worked with diversity in recruitment and work environment within the technology field.
You have worked with strategic business development, preferably within system development.
You have good practical and theoretical knowledge of how process development and management work can support the sustainable system development life cycle.
You have experience sharing technical expertise in the organization with both technical and non-technical staff.
