We are now recruiting an Administration Director for the Technical and Service Department. We are looking for a confident, strategic, and collaboration-driven administration director who can lead a Technical and Service Department with both stable delivery and development capacity – always with the municipality's overall benefit and citizen value in focus. Description About the Technical and Service Department The Technical and Service Department is a dynamic department with approximately 390 employees working to create, develop, and maintain the physical environment in the municipality. The department's mission includes operation and maintenance as well as design and construction of the municipality's facilities, streets, parks, green spaces, and public places. This also includes traffic issues, facility management, property maintenance, meal production, and waste management, water, and sewage services. Together, we contribute to socially vital functions and services that make everyday life work for residents, businesses, and visitors throughout the municipality. Responsibilities As an administration director, you have overall responsibility for leading, coordinating, and developing the department's entire technical, service, and support operations based on politically made decisions and strategic goals. You lead an executor-heavy organization of central importance to the municipality's overall delivery capacity and ensure that operations are conducted efficiently, lawfully, and with high quality. The complex municipal mission requires clear leadership where you, as part of the municipal leadership group, put the whole before the parts and create conditions for coordination, structure, and implementation capacity. You are responsible for ensuring that operations work cohesively with quality, structure, and results, and you drive an approach where the department acts professionally, service-oriented, and with a clear customer perspective. You also lead operations with responsibility for achieving results within given financial frameworks. The role is outward-facing and places high demands on cooperation, dialogue, and relationship building based on trust – both internally and externally. You report to the Municipal Director and are part of the Municipal Director's management group, where you actively and loyally contribute to the municipality's overall development from a clear municipal group perspective. Who are we looking for? We are looking for someone with a relevant academic degree or other education that the employer considers equivalent. You have documented experience in senior management (at least three years), for example as an administration director or similar. You have previous experience in technical operations, service production, and property and facility-related activities. Your background may be in municipal operations, but we also welcome applicants from the business sector who have a good understanding of the municipal mission and experience working closely with public operations, for example in service, procurement, delivery, or execution. Experience in municipal or other politically governed organizations is a merit. To succeed in the role, you need to have a clear customer-oriented perspective, excellent communication skills, and solid experience in financial management. You have experience leading change and culture work and the ability to develop operations where the focus shifts from traditional production to clear value creation for the municipality's overall benefit. You understand what it means to lead an operation that works on behalf of others and have the ability to combine quality, delivery, and long-term sustainability. You have a good understanding of the interplay between politics, profession, and operations, and can translate goals and decisions into clear prioritizations and practical implementation. As a leader, you are clear, confident, and action-oriented. You create direction, engagement, and accountability, and lead operations forward with a focus on service, results, and professional conduct. You build trust through present and sustainable leadership and have the ability to create good cooperation both within the department and with other parts of the municipality as well as external parties. Great emphasis is placed on personal suitability, your commitment to the mission, and that you have experience that the employer considers corresponding to the competency requirements for the role.
