Skaraborgs Kommunalförbund is a collaboration and development organization for Skaraborg's 15 municipalities. The federation functions as a motor, enabler, and unifying force on issues where municipalities need to find common solutions. Within the welfare development area, we work on cross-municipal issues related to social services, municipal health and medical care, and public health. The new social services law places increased demands on evidence, proven experience, follow-up, and analysis. Therefore, the board has decided to establish a joint R&D unit for Skaraborg's municipalities. Now we are looking for you to lead this work. 1 position(s). RESPONSIBILITIES As an R&D manager, you will have a key role in building a new R&D function for Skaraborg's municipalities. The assignment has great strategic significance and involves making research, proven experience, and operations-based knowledge a natural part of the municipalities' development work. You develop structures, working methods, and collaborations that strengthen the municipalities' ability to work systematically with knowledge, analysis, and learning. An important part is building sustainable relationships with universities and other knowledge actors. The assignment involves bringing together municipalities, academia, and other actors around shared challenges and creating forms for long-term collaboration. You lead development and collaboration processes and contribute to new working methods gaining traction. This is a role with great opportunity to influence direction, working methods, and priorities in close dialogue with the municipalities, colleagues at the federation, and other collaboration partners. The role includes: • initiate, lead, and coordinate the development of the R&D unit together with the municipalities and colleagues at the municipal federation • develop long-term collaborations with universities and other knowledge actors • create structures for how research can be applied in practice and contribute to operational development • support municipalities in work with knowledge-based working methods, follow-up, and analysis • process lead networks and collaboration arenas within the welfare area • contribute to identifying shared development needs and initiating relevant initiatives • monitor the external environment for research, policy, and good examples, and contribute to skills development • represent Skaraborg in regional and national contexts related to R&D QUALIFICATIONS We are looking for someone who has: • experience driving or coordinating development work, projects, or processes • experience collaborating between different organizations and actors • experience working within social services or municipal health and medical care • relevant academic education at least at bachelor's level • experience with research-related work or collaboration between academia and practice • very good ability to communicate and collaborate It is a merit if you have: • relevant academic education at master's or equivalent level • experience building and developing networks or collaboration structures • knowledge of knowledge management within the welfare area • research education You may have your background from, for example, a municipality, region, university, government agency, or research institute. To succeed in this role, you need the ability to build trusting and long-term relationships. You thrive in settings where multiple actors need to collaborate and easily create structure and direction in complex environments. You are initiative-taking and persistent, with the ability to drive work forward together with others. You are receptive to different perspectives and can adapt your working method according to context and needs. Employment form: Permanent employment.
