Älvkarleby Municipality is seeking a change leader who wants to work closely with people and contribute to helping more people achieve employment, studies, and self-sufficiency. The Labor Market and Integration Unit is part of the Business Development and Development Department, where labor market issues, integration, business development, operational development, and digitalization work together to strengthen the municipality's long-term development. We are implementing activity requirements within subsistence support while developing our approaches so that more residents achieve employment, studies, or other sustainable self-sufficiency. In the coming years, the operation faces an exciting development journey where we will, among other things, build new working methods and a municipal basic activity linked to the activity requirement. We work from the conviction that the path to employment and self-sufficiency looks different for different people. Our mission is to create individually tailored interventions that lead to progress, participation, and long-term sustainable self-sufficiency. About the Assignment As a change leader, you work with individuals who are far from the labor market and need support to take the next step toward employment, studies, or other sustainable self-sufficiency. The target group often has complex needs and may require support from multiple services simultaneously. Therefore, we are looking for someone who can combine a coaching approach with structure, clarity, and a strong focus on progress. You map participants' resources, obstacles, and development needs and plan interventions that strengthen their ability to reach their goals. The work is based on close collaboration with authorities, educational providers, and employers as well as individualized support where motivation, participation, and development are central. This is a fixed-term position through December 31, 2027, with the possibility of a permanent position subject to secured funding. Your Primary Responsibilities Map work capacity, resources, challenges, and development needs Plan, implement, and follow up on labor market interventions Work with motivational conversations, coaching, and guidance Participate in building the municipality's basic activity and conduct activities that strengthen participants' progress toward employment and studies Document and follow up on participants' progress Coordinate interventions with authorities, healthcare, educational providers, and other actors Collaborate with employers regarding internships, work training, and other pathways to employment We Are Looking for Someone Who Has post-secondary education in social work, behavioral science, or other education that the employer deems equivalent Has experience in labor market work, social work, rehabilitation, or coaching Has experience in mapping, individual support, and coordination of interventions Has strong ability to document and follow up on interventions Has experience meeting people with complex needs Meritorious Motivational Interviewing (MI) Mental health, trauma, and NPF Experience with the BIP model Work with persons receiving economic assistance Employer collaboration and matching Experience with rehabilitation-based working methods Experience working with language-weak participants or persons in establishment Personal Qualities We are looking for someone who is engaged, attentive, and relationship-building.
