Your responsibilities
Linköping Municipality purchases goods, services, and contracts worth several billion kronor each year. Efficient, business-oriented, and strategic procurement work is an important tool for achieving the municipality's goals and contributing to economically, socially, and ecologically sustainable development.
We are looking for an experienced procurement officer.
As an experienced procurement officer at Linköping Municipality, you are driven by strong business acumen. You want to make a good deal where the business gets quality at the right price, while balancing different needs and market conditions to contribute to public benefit. Main responsibilities include:
Project lead and independently manage procurements, from needs analysis to follow-up.
Category responsibility – Manage one or more procurement categories, which includes analyzing the market and external environment and developing and implementing strategies.
Lead the work with requirements specification, based on function to promote innovation and targeted solutions.
Have a consultative and supportive role for the municipality's operations within your categories, where you build trust and networks.
Conduct market monitoring and analyses.
Develop digital working methods and procedures for procurement work within the unit.
Your workplace
You will join a unit characterized by collaboration and knowledge sharing. The unit currently consists of 15 dedicated employees: 3 procurement assistants, 5 procurement officers, 1 procurement lawyer, 1 category manager, 2 e-commerce and coordinated goods distribution specialists, 2 contract controllers, and 1 unit manager.
We support each other with our different competencies and experiences to deliver high quality. We work extensively together for joint development and value a work environment where we both feel good and enjoy work. We are located at Kerstingatan 2 in Ebbepark, Linköping.
About you
For this position, you are required to have a university degree or vocational university education with relevant specialization, or equivalent knowledge gained through professional experience. A university degree with a legal focus is seen as meritorious, as is education in Public Procurement (LOU).
You have several years of professional experience in procurement, and it is meritorious if you have professional experience in public procurement and/or category management. To succeed in this role, you have the ability to combine good legal understanding with the responsibility to make a good deal based on business needs. You have good digital maturity and experience with digital procurement tools is meritorious.
For this position, you are required to have good ability to communicate in Swedish in speech and writing, as you will formulate clear requirements and contract terms and lead dialogues with clients and suppliers.
The role requires you to be self-driven and feel confident in your role as project manager to structure and drive your processes forward. You work well with others and are outgoing in professional contexts. You are calm, accommodating, and strive to deliver solutions. You also have good analytical skills to weigh complex information together and an understanding of economics. You adapt easily to changed circumstances.
