WORK TASKS
We are looking for a driven and relationship-building procurement specialist who wants to help develop efficient and secure procurement processes for construction services with a focus on water and wastewater.

The Procurement Unit is a municipality-wide resource unit responsible for the municipality's procurement and purchasing processes. Organizationally, the unit belongs to the Finance Department, which is part of the Municipal Administration, is led by a Procurement Manager, and consists of 5 colleagues divided into 4 procurement specialists and 1 contract controller. Within the Procurement Unit, we strive to maintain a communicative and learning approach where we share knowledge, experiences, and help each other to improve and develop in our roles. As a procurement specialist at Åre Municipality, you have an important role as the Procurement Unit develops. We work with continuous improvements, update our processes, and clarify roles and responsibilities, both within the unit and for our customers.
As a construction procurement specialist, you are a specialist responsible for the purchase and procurement of services and construction work, primarily within the WW sector (water and wastewater). You serve as a bridge between customers and other operations and suppliers, and ensure that projects are implemented in a business-like and legally correct manner according to applicable legislation, such as LOU and LUF.
The role requires both technical understanding of water and wastewater infrastructure and procurement expertise. You will be part of the central Procurement Unit, but your primary work area is linked to supporting the Technical Department and the WW team.
Your main duties will be:
• Responsible for procurements of various scopes from start to finish and support operations with contract follow-up
• Work with procurement planning, develop timelines for your projects, and communicate continuously with managers and operations
• Support in various procurement legal matters
• Develop timelines for procurements and train operations in procurement matters
• Advise operations on matters beyond procurement issues such as supplier market, requirements, and contracts
QUALIFICATIONS
• Relevant academic education (e.g., construction, law, economics, procurement), or alternatively post-secondary education in procurement or public procurement, or other education/experience that the employer considers equivalent
• Good knowledge of applicable regulations in LOU and LUF
• Experience in implementing construction procurements and contract design
• Experience with and application of AB 04, ABT 06, ABK 09, ABFF, and AMA AF
• Good knowledge of Swedish, both spoken and written
Meritorious qualifications:
• Good understanding and legal expertise in construction and procurement matters
• Experience with collaboration/partnering agreements
• Previous experience in municipal operations
• Experience with Tendsign or other procurement tools
