We are seeking a senior Enterprise Architect to design, anchor, and drive the agency's comprehensive technology strategy. The role is equivalent to, for example, a Chief IT Architect or CTO function. The consultant should work strategically while simultaneously translating the direction into concrete architectural decisions, prioritizations, and executable roadmaps. The assignment encompasses the entire agency's IT landscape and connects business objectives, information/data, applications, integrations, infrastructure, security, and operational capability. Particular emphasis is placed on infrastructure and security architecture as well as dependencies between these areas. The work is conducted in close collaboration with agency leadership, CIO, CISO/security function, architects, system owners, development and platform functions, and external IT vendors. Key responsibilities The consultant shall: Map and assess the current state of the technology landscape, including dependencies, technical debt, risks, lifecycle status, and ongoing initiatives. Design and anchor a coherent technology strategy with guiding principles, strategic choices, and desired transitions. Develop target architecture and prioritized roadmaps for, among others, infrastructure, platforms, integration, data, identity and access management, development and delivery capability, and IT security. Integrate security, robustness, continuity, data protection, manageability, and cost-effectiveness into strategy and architecture decisions. Establish or further develop architecture governance with principles, decision forums, responsibilities, documentation requirements, and deviation management. Develop decision-making materials and support leadership in prioritizations, investments, sourcing, and major technology choices. Lead workshops and cross-functional working groups and transfer working methods and structural capital to the agency's own functions. Contribute to quality assurance of the agency's ongoing procurement of a new IT operations vendor. Expected results and deliverables Documented current state assessment and strategic development needs. Approved or decision-ready technology strategy with principles and prioritized directions. Coherent target architecture and time-bound and prioritized roadmaps. Established model for architecture governance, monitoring, and deviation management. Maintainable architecture documentation and plan for continued ownership. The agency uses 2c8 and Draw.io for architecture documentation and modeling. The consultant shall document relevant results in approved tools and structures. The assignment should create a robust and maintainable starting point for the agency's continued technical development. Required competencies and experience The consultant must have: At least 8 years of combined work experience over the past 15 years in qualified IT architecture work, of which at least 5 years as an enterprise architect, chief architect, principal architect, CTO, or other equivalent overarching technology role. Experience from at least two assignments, each of at least six months, where the consultant independently designed and anchored an organization-wide technology strategy, target architecture, and associated roadmaps in a large and complex organization. At least 4 years of experience leading and facilitating cross-functional architecture work and architecture governance covering several of the areas: business, information/data, application, integration, infrastructure, and security. At least 4 years of experience in infrastructure architecture covering at least four of the following: data centers, hybrid or cloud infrastructure, networking, identity and access management, compute and storage, technology platforms, automation, and IT operations. At least 3 years of experience integrating information and IT security, robustness, continuity, and data protection into strategic architecture decisions and technology roadmaps within regulated or security-sensitive operations. Meritorious qualifications Experience from similar assignments within a government agency or other organization with high requirements for information security or security protection. Experience in technology strategy and architecture governance in an organization with outsourced IT operations, extensive vendor dependencies, or ongoing sourcing/procurement. Experience establishing a sustainable architecture function with principles, roles, decision forums, review processes, documentation standards, and deviation management. Documented experience with 2c8 or another established architecture tool and practical application of ArchiMate, TOGAF, or comparable framework. Experience with major technology transitions in areas such as integration and data platforms, platform development, DevSecOps, or automation. Personal qualities We are seeking a consultant who is strategic and analytical, driven and results-oriented, communicative, and collaborative and attentive. You should be able to see wholes and dependencies, translate analysis into decisions and delivery, explain complex technology issues to different audiences, and constructively handle conflicting perspectives. High integrity and good judgment are important in complex and security-sensitive matters.
