Job Description The Legal Department is part of the operational area for law, archives, the patient board office, and management support, with a total of approximately 50 employees. Operations are led by the chief legal officer and operational manager. You are the manager of the Legal Department, which consists of eleven employees including regional attorneys, regional secretaries, and registry officers. Management is combined with working as a regional attorney at approximately half-time. You are responsible for the unit's mission, budget, and work environment. You report directly to the chief legal officer and operational manager, and you support this person and regional leadership on matters for which the unit is responsible. You assist the chief legal officer in ensuring correct legal handling and legal certainty for the authority. You are also part of the operational area's management group led by the chief legal officer. You leverage the expertise within the unit and bring out the best in the employees you are responsible for. Together with your team and your manager, you develop internal processes and ensure that the unit maintains high quality and service levels to the organization. As a regional attorney, you will support regional leadership and the region's operations with legal advice and investigative work. This is varied, challenging, and dynamic work. At a broad level, you contribute to monitoring, driving, and developing the legal area for the region's operations. You will work on handling legal matters, providing advice to the region's various operations, representing the region in court, preparing statements to departments and supervisory authorities, and working with the region's governing documents. You decide on matters regarding disclosure of public information. You will serve as an expert in various working groups and investigations, and educate and inform the organization on legal matters. Key legal areas include health care law, administrative law, and IT law in a broad sense. Appointment as a data protection officer may be relevant. Work Team The position is located within the legal department, which provides operational and strategic support in law, political case management, information management, and filing for political leadership, the regional director, functions for strategic management and leadership, and the remainder of Region Östergötland's operations. About You You are an attorney with a law degree, advanced expertise in public law, and several years of experience with qualified legal work at a strategic level. You have experience from public sector operations, preferably from a large politically governed organization with complex organizational and decision-making structures, and experience and knowledge within the legal areas that occur in a region. It is meritorious if you have previous managerial/leadership experience and experience with change management. We would like to see that you are experienced in implementing processes and developing operations. Training in the leadership area is meritorious. You have a very good ability to communicate in both speech and writing in Swedish. As a person, you focus on solutions, initiate activities, and achieve results. You have the ability to view matters from a broader perspective and the courage to guide on complex issues. In this role, you interact with people in different contexts, so you need to be communicative, easy to work with, and responsive to different situations and needs. You act in a way that contributes to creating trust internally and for Region Östergötland. In the leadership role, you create motivation and involvement to effectively reach common goals. You are responsible and engaged in your leadership and take into account the larger perspective with the best interests of operations in focus. You have good personal maturity, are secure, stable, and have self-awareness. You must be a Swedish citizen because certain work tasks within the employment are classified as requiring security clearance. As part of the employment, a security review will be conducted, which includes background checks and security interviews. Your workplace is in the regional office in Linköping.
