The Swedish Migration Agency is now recruiting a unit manager for the foreign control unit. The Foreign Control Unit is part of the Foreign Sector within the National Operations Division. The Foreign Sector coordinates and conducts migration activities at Sweden's foreign authorities, manages the resettlement process, and coordinates returns for those who are to leave Sweden. Operations are divided among eight units, of which the Foreign Control Unit is one. Your Workplace The unit is under development and is scheduled to start on November 1, 2026. It is part of the Swedish Migration Agency's control organization and is responsible for control activities related to the foreign authorities. The unit's mission includes being part of identifying risks and vulnerabilities regarding abuse, crime, and threats to society in the authority's case processes. Work is conducted in close cooperation with the National Control Unit and includes mapping land-based phenomena, methods, and actors. Additionally, following up on tips and indicators, developing new working methods, and providing support in investigations for staff at the Migration Agency and foreign authorities. The unit cooperates with other parts of the authority and migration operations at foreign authorities. Cooperation also takes place with, among others, police and ID liaison officers, foreign authorities and organizations, forums for local Schengen cooperation, and other networks within the control area. As manager of the unit, you will have a meaningful assignment and employees with genuine commitment to our mission. You will be responsible for intensive development work to advance the Swedish Migration Agency's operations within the area in which the unit operates. About Your Assignment As unit manager, you have personnel, budget, and work environment responsibility for the unit and its employees. The role is part of the sector's management and you report to the sector manager. A central part of the assignment is initially leading the establishment of the new unit. You translate the assignment into clear objectives, shared priorities, functioning structures, working methods, and forms of cooperation. You ensure that the unit's knowledge, mappings, and analyses are converted into relevant risk assessments, priorities, decisions, measures, and support to affected parts of operations. You lead employees with specialist competence and create conditions for them to develop in their roles and carry out their assignments with high quality. You utilize and strengthen your employees' competence, commitment, and drive and promote a work climate characterized by participation, accountability, and development. Since the role is largely characterized by cooperation with various actors internally and externally, it is important that you are communicative and clear—while also being receptive and unpretentious and able to create good relationships with your surroundings. Your Competencies We place great emphasis on the personal qualities required to successfully lead the unit. The assignment is multifaceted and requires you to be strategic, analytical, and structured. You have an aptitude for analyzing complex information, can identify patterns, evaluate information from various sources, and convert your analyses into well-founded assessments and decisions. You have the ability to see the bigger picture and take the broader perspective into account. Employees in the unit are located in different cities and are expected to travel on shorter and longer assignments, so you need experience leading at a distance. As unit manager, you are also expected to have the ability to travel both within Sweden and abroad. In our work as civil servants, there are also high demands on judgment and strong security and confidentiality awareness. Great weight will be placed on personal suitability. We are looking for someone with: Academic education (minimum 120 credits) in a relevant area Management experience with responsibility for personnel, work environment, and budget Experience leading complex change and development work with good results Knowledge of the Swedish Migration Agency's core processes Very strong ability to express yourself in speech and writing in Swedish and English. The role requires very strong presentation and negotiation skills in both languages Swedish citizenship It is an advantage if you have experience with: Experience with control and misconduct issues Experience leading experts Experience working in a security-sensitive environment Experience working at a foreign authority and cooperation with the Ministry for Foreign Affairs A security vetting with record check under the Security Protection Act (2018:585) will be conducted. Based on this, Swedish citizenship is required. Employment is conditional on approved security vetting.
