The Swedish Migration Agency is now seeking a unit manager for the foreign control unit. The Foreign Control Unit is part of the Foreign Affairs Section within the National Operations Department. The Foreign Affairs Section, among other responsibilities, coordinates and conducts migration activities at Sweden's foreign missions, oversees the resettlement process, and coordinates returns for those who are to leave Sweden. The operations are divided into eight units, of which the Foreign Control Unit is one. Your Workplace The unit is under development and is scheduled to launch on November 1, 2026. It is part of the Swedish Migration Agency's control organization and is responsible for control activities related to foreign missions. The unit's mandate includes identifying risks and vulnerabilities regarding abuse, crime, and threats to society in the agency's case processing procedures. The work is carried out in close collaboration with the National Control Unit and includes mapping country-based phenomena, methods, and actors. Additionally, following up on tips and indicators, developing new working methods, and providing support in investigations for personnel at the Swedish Migration Agency and foreign missions. The unit collaborates with other parts of the agency and migration operations at foreign missions. Collaboration also takes place with, among others, police and ID liaison officers, foreign authorities and organizations, forums for local Schengen cooperation, and other networks within the control area. As the unit's manager, you will receive a meaningful assignment and employees with genuine commitment to our mission. You will be responsible for intensive development work to advance the Swedish Migration Agency's activities in the area where the unit operates. About Your Assignment As a unit manager, you have personnel, budget, and work environment responsibility for the unit and its employees. The role is part of the section's management and you report to the section manager. A central part of the assignment is initially leading the development of the new unit. You translate the assignment into clear goals, shared priorities, functional structures, working methods, and forms of collaboration. You ensure that the unit's knowledge, mappings, and analyses are translated into relevant risk assessments, priorities, decisions, measures, and support for affected parts of the operation. You manage employees with specialist expertise and create conditions for them to develop in their roles and carry out their assignments with high quality. You leverage and strengthen your employees' competence, commitment, and drive, and foster a work environment characterized by participation, accountability, and development. Since the role is highly characterized by collaboration with various actors, both internally and externally, it is important that you are communicative and clear—while also being responsive and unpretentious and able to build good relationships with those around you. Your Competencies We place great emphasis on the personal qualities required to successfully lead the unit. The assignment is multifaceted and requires you to be strategic, analytical, and structured. You have an aptitude for analyzing complex information, can identify patterns, evaluate information from various sources, and translate your analyses into well-founded assessments and decisions. You have the ability to see the bigger picture and take the broader perspective into account. Employees in the unit are stationed in different locations and are expected to travel on shorter and longer assignments, so you need experience in managing remotely. As a unit manager, you are also expected to have the ability to travel both within Sweden and abroad. In our work as civil servants, high standards of judgment and a strong awareness of security and confidentiality are also required. Great weight will be given to personal suitability. We are looking for someone who has: University degree (minimum 120 credits) in a relevant field Management experience with responsibility for personnel, work environment, and budget Experience leading complex change and development initiatives with good results Knowledge of the Swedish Migration Agency's core processes Very strong ability to express yourself in speech and writing in Swedish and English. The role requires excellent presentation and negotiation skills in both languages Swedish citizenship It is meritorious if you have experience with: Experience working with control and abuse issues Experience managing experts Experience working in a security-sensitive environment Experience at a foreign mission and collaboration with the Ministry for Foreign Affairs A security clearance with background check according to the Security Protection Act (2018:585) will be conducted. Based on this, Swedish citizenship is required. Employment is contingent on a passed security clearance.
