Your Assignment The Projects and Real Estate Unit plays an important role in the development and management of the municipality's premises and properties. We are now seeking a unit manager who wants to lead this work forward together with engaged employees and colleagues. As a unit manager, you are responsible for operations spanning both property management and construction projects. Together with eleven employees in roles such as property managers, construction project leaders, premises coordinators, and SBA coordinators, you will work to create sustainable and well-functioning environments for the municipality's operations and residents. This is a role with many perspectives to balance. You need to see the bigger picture and create balance between operational needs, financial frameworks, technical conditions, and long-term investments. Questions range from strategic premises planning and property development to project management, procurement, and finance. You are part of the management team for Operational Community Development, where you share joint responsibility with other managers and colleagues for community development work. The management team is the central platform for collaboration, coordination, and joint priorities—both strategically and operationally. As a team member, you have active management responsibility for the overall operation and contribute to driving both strategic and operational decisions. As a unit manager, you have overall responsibility for personnel, operations, and budget. You lead, coach, and develop your employees and drive working methods and processes in line with the municipality's goals. The role entails comprehensive responsibility for the municipality's property portfolio and for implementing investment projects, from early studies to completed constructions. To succeed in this role, you need experience and expertise in property management, including both strategic and operational matters, as well as knowledge of the building process and preferably experience managing construction projects as a client, with responsibility for timeline, cost, and quality. You need economic understanding and experience working with budgets, forecasts, and follow-ups, both for operations and investments. You are expected to prioritize between different needs and ensure that resources are used efficiently and sustainably in the long term. An important part of the role is ensuring well-developed decision-making materials before investments and creating efficient and structured working methods. You have good understanding of contract law and experience working with standard agreements such as AB, ABT, and ABK. Experience with public procurement and good understanding of LOU is meriting. As a leader, you are confident and have the ability to create engagement and participation in your unit. You work in a structured and goal-oriented manner, with a focus on developing both operations and employees. The role involves many contact points, both internally and externally, which requires strong collaboration and communication skills. Description of the Workplace Operational Community Development is one of four operational areas within the Social Services sector. The operations are responsible for authority enforcement in construction, environment, food safety, health, and housing adaptation, as well as detailed planning, mapping, surveying, and GIS activities, street, park, land, and property management, and projects. The operational area consists of the units Inspection and Permits, Land and Management, and Projects and Real Estate. Your Qualifications We are seeking someone who is unpretentious, solution-oriented, and able to see the bigger picture. You have expertise and experience in property and projects. It is meriting if you have experience from the public sector and an understanding of the conditions that exist in a politically governed organization. We would like to see that you have management experience. Academic education in community development, property, engineering, or other education that the employer deems equivalent.
