Unit Manager for the Nature Conservation Unit

Västerbotten is a geographically large county with many challenges and opportunities from a nature conservation perspective. As one of only two counties in the country, we handle issues spanning from coast to mountains. Much is happening in the county right now that affects nature conservation, including the green transition and various stakeholders' interests in land use. Reindeer herding is a particularly important part of our county. In our work at the Regional Administrative Board, we consider all dimensions of sustainability—ecological, economic, and social—regardless of which areas we are responsible for. The Nature Conservation Unit is a large unit with many different operations and currently consists of approximately 70 employees. The unit's operations are led by the unit manager with support from three deputy unit managers with different areas of responsibility and personnel responsibility. The operations are very broad and currently include, among other things, wildlife and predator management, fisheries, reindeer herding, establishment and management of protected nature, field operations, terrain driving, invasive alien species, and action programs for endangered species. The unit is characterized by clear employee engagement, well-being, and mutual accountability for one another and the operations. With environmental assessment at the Regional Administrative Board moving to a new agency next year, we face a unique window for organizational development. Your assignment will therefore be twofold: you will lead and ensure the unit's current delivery in today's structure, while also becoming a key person in investigating, planning, and further developing the operations. Responsibilities In your role as unit manager, you are responsible for coordinating, planning, and leading both operational and strategic work, which includes operations, budget, and work environment. You will be part of the Regional Administrative Board's management council and participate in monthly management meetings where you are expected to play an active role and contribute to the whole. You represent the Regional Administrative Board in national and regional networks and in dialogue with central agencies and government departments. You also represent the agency in relation to municipalities, business, civil society organizations, and media. Main responsibilities: Operational Leadership: Lead the operations through your three deputy managers and ensure cost-effective, appropriate, and legally sound management of the unit's various assignments. Strategic Development: Shape and prepare the unit's new role as a strategic hub for landscape issues and coordination of the EU's restoration regulation. Change Management: Lead, engage, and support employees through change management, in close cooperation with labor unions and county leadership. Interest and Rights Management: Handle complex interest conflicts regarding land use where reindeer herding conditions, tourism growth, forestry interests, and conservation meet. Collaboration: Develop and deepen dialogue with external parties such as Sámi villages, forestry companies, landowners, and municipalities. Responsibilities may change over time. Qualifications We are looking for a mature, confident, and attentive leader with strong integrity. You have a pronounced holistic perspective and the ability to build trusting relationships, even under challenging circumstances. You are motivated by development work and have the ability to translate strategic visions into practical structures. We place great emphasis on personal qualities. We are looking for someone who: Has a relevant academic degree in natural sciences, forest management, law, spatial planning, or another field that the agency considers equivalent Has management experience with documented responsibility for operations, finances, and employees Has experience successfully leading and implementing change initiatives Has experience with strategic collaboration in complex environments with many conflicting interests Has strong communication skills in speech and writing Has a valid driver's license (travel within the county occurs). We consider it a merit if you also: Have experience working in state administration and good knowledge of administrative law processes. Knowledge of reindeer herding. Have experience leading other managers, project leaders, or coordinators in a larger organization. Have experience with large-scale landscape planning or work related to EU regulations/directives. Have experience with or good understanding of leading digital development, for example through the use of GIS, data-driven analysis, AI, or digitalized supervision and monitoring methods, to develop effective working methods and achieve measurable results. Have good local knowledge of Västerbotten county and its conditions from coast to mountains. Terms The position is a permanent full-time employment and probation may apply.
