The Communications Department at Norrköping Municipality has a central mandate to strengthen dialogue between the municipality and residents, create engagement and participation, and contribute to open, clear, and accessible communication. Our work should make it easier for residents to exercise their democratic rights and to use, influence, and develop the municipality's services. The Communications Department consists of 22 employees and works both strategically and operatively on communications issues. We are responsible for leading, coordinating, and developing the municipality's communications. We nurture and develop the municipality's brand, coordinate communications on the municipality's digital platforms, and support operations with everything from management and change communication to press work, crisis communication, and operations-focused communication support. We are now seeking two unit managers who want to continue developing the communications work at Norrköping Municipality. Your responsibilities As a unit manager, you are responsible for leading, developing, and following up on operations within your unit. You have full responsibility for operations, employees, work environment, and finances, and work actively to create conditions for high quality, collaboration, and results. You are responsible for developing operations within your unit and contributing to the overall development of the communications department. The assignment involves close collaboration with the municipality's managers, operations, and other key functions to ensure that communications are strategic, operations-focused, and create value for the municipality's residents. You lead qualified communications specialists and have a particular responsibility for developing employees' competence and creating a culture characterized by responsibility, learning, and collaboration. The role requires that you can shift between strategic perspectives and operational implementation. You need to feel comfortable contributing to communications work yourself when needed, for example in press matters, communications production, or other operationally critical efforts. We believe in close and present leadership. Therefore, physical presence at the workplace is a very important part of the assignment to be able to support employees, create good relationships, and contribute to operations development. Who are you? We are seeking an experienced leader with solid expertise in communications. You have relevant academic education in communications, journalism, media, or other field that the employer considers equivalent. You have experience with qualified communications work and documented experience leading employees and operations. You are a broad communications generalist with good understanding of different aspects of the communications field. We see that you have experience with both strategic and operational communications work, good expertise in press and media matters, and knowledge of communications production in various channels and formats. Experience working in public operations or other politically governed organization is a merit. As a leader, you are confident, clear, and development-oriented. You have expertise in personnel management and competence development and are motivated by creating conditions for others to succeed. You coach and develop your employees while being able to provide clear direction, make decisions, and prioritize when needed. You are reliable and take responsibility for your commitments. You have good organizational awareness and understand how goals, governance, and political processes affect operations. You have good self-awareness, are unpretentious in your approach, and adapt your leadership to situation and individual. To thrive in the role, you need to appreciate collaboration and relationship building. You share knowledge, contribute to a good work climate, and have an easy time creating trusting relationships both within and outside the organization. At the same time, you have strong implementation ability and thrive in an operation where you sometimes need to roll up your sleeves and work closely with both employees and assignments.
