Unit Manager for Individual and Family Care, Foster Care Unit

We are seeking a Unit Manager for Individual and Family Care, Foster Care Unit who wants to drive development, strengthen authority practice, and together with engaged staff develop social services' mission and specifically Foster Care Services. About the position As a unit manager, you have a central role in our comprehensive development work around the new social services law, where you are part of an open and bold management team with high commitment and a culture where we test, adjust, and dare to innovate. Our overarching objective is to offer services characterized by high quality and legal security, as well as preventive social work that includes early interventions. We work to reduce social exclusion at both overarching and individual levels and have our strengths in flexible and legally secure work focused on residents who have the right to and need for protection, support, and treatment. This position represents an expansion of our core staffing; currently the operation consists of one unit manager but with this recruitment will become two. Together you will work in close collaboration on the unit where a new organization will be formed with a clear division of responsibilities between you, while also maintaining close cooperation with others in the management group where focus is on legally secure case handling, continuous development, and professional conduct. You will lead both people and processes with a clear mandate and mission to develop working methods, structures, and collaboration. You will also work closely with the department manager to whom you report, and participate in the management group with other unit managers within the authority area. Examples of work tasks: - Personnel, finance, and operations responsibility - Lead, plan, and follow up systematic workplace environment work and take responsibility for operations within allocated budget - Ensure the operation works according to applicable legislation, regulations, and municipal strategies as well as political objectives - Work to develop the operation's goals, results, and quality with focus on citizens - Monitor the external environment, stay updated on changes within the field, and actively participate in and develop collaboration with internal and external stakeholders About the workplace In the Social Administration of Örebro Municipality, approximately 5,000 employees work divided among three boards: the Social Board, the Health and Care Board, and the Support Services Board. The Individual and Family Care area is part of the Social Board which, in terms of number of employees, is the smallest of these three boards but has a significant mission. The current organization of Individual and Family Care will change during 2027 into three areas: an authority area (of which the Foster Care Unit is a part), an open care area, and an area that will serve as a first line. These three areas encompass the entire social administration, both support services and health and care. The Foster Care Unit currently has 4 group leaders and approximately 40 staff members. There is qualified support for the operation in the form of planners, legal counsel, and other administrative support functions. The operation is geographically located at Ribbingsgatan 1-3.
