Ref: 20261473 Responsibilities As Unit Manager for Security and Emergency Preparedness within the Department of Quality and Development, you will hold a central position leading and developing the labor market and social administration's comprehensive security and emergency preparedness work in line with the board's objectives, the administration's priorities, and the department's mission. In a changing world, with a deteriorated security situation and increased demands for civil defense, the administration needs to continue strengthening its capacity to fulfill its important societal mission under both normal circumstances and during crises and heightened alert. You will lead the development toward a modern and coordinated security organization that provides clear, practical, and needs-adapted support to operations and strengthens the administration's ability to prevent, manage, and recover from disruptions and unwanted incidents. You are responsible for leading, organizing, and monitoring the unit's work in crisis preparedness, civil defense, crisis support, physical security, personal security, information security, and strategic work against fraud in welfare. The unit provides qualified support to administration leadership, managers, and operations, and represents the administration in city-wide networks and collaboration forums. An important part of the mission is translating national requirements, city-wide governance, and the administration's needs into effective working methods, processes, and structures. You are responsible for prioritizing and coordinating the unit's support, monitoring compliance, and ensuring that security and preparedness issues are integrated into the administration's ordinary governance, leadership, and business development. The role involves close collaboration with the administration's operational departments and other support functions, such as HR, finance, digitalization, facilities, and procurement. Operational responsibility lies in the ordinary line organization, while your unit has a coordinating, supporting, and monitoring role. To succeed, you must be able to create clarity in complex interfaces, build trust, and drive development together with others. You are a strategic partner to the department manager and contribute to administration-wide governance, development work, and change initiatives. You lead a group of qualified specialists and are responsible for operations, budget, work environment, and skills supply within the unit. Qualifications For this role, we are looking for someone with a university degree equivalent to 180 ECTS credits in the relevant field or comparable education combined with relevant work experience. You have documented experience in management positions with responsibility for personnel, finances, and work environment. You have experience leading qualified specialist or support functions within security and emergency preparedness and are accustomed to driving development and change work in complex organizations. You have experience working in security, crisis preparedness, civil defense, or related areas. You have a good understanding of the requirements, regulations, and governance that affect municipalities' responsibilities in security and emergency preparedness. Experience working in politically governed organizations is a requirement. It is particularly important that you have the ability to lead through others, create clarity in complex assignments, and build functioning collaboration between specialist functions and core operations. You need to be able to switch between strategic issues, operational needs, and acute situations—without losing sight of the bigger picture. Excellent knowledge of Swedish, both spoken and written, is necessary. It is a merit if you have: Leadership or management education. Experience with security and emergency preparedness work within municipal operations. Experience in physical security, personal security, information security, or crisis support. Experience collaborating with authorities and other societal actors within the security and emergency preparedness field. Experience in crisis management. Good knowledge of English. As a leader, you are confident, clear, and unpretentious. You have a high degree of personal maturity, good analytical ability, and a structured working approach. You build trust, establish relationships, and have the ability to translate overarching objectives into concrete development and practical support for operations. As the security and emergency preparedness manager at the labor market and social administration, an interest in societal issues from a broad perspective and the ability to see the whole picture and context are required. About the Workplace The unit has an administration-wide mission and is under development to meet increased demands in security, preparedness, civil defense, information security, and fraud in welfare. The unit employs preparedness coordinators, security coordinators, information security coordinators, a coordinator for Malmö City's central crisis support, and a coordinator against fraud in welfare. Together, you will form qualified specialist support to administration leadership and operations in areas such as security, crisis preparedness, civil defense, and information security. The unit's work contributes to ensuring that the administration's mission can be maintained even under disrupted circumstances and that Malmö City continues to develop a resilient and robust society where daily life functions even when the unexpected occurs. The Department of Quality and Development is part of the staff and consists of six units. With an administration-wide mission, the department supports and strengthens quality, legal certainty, and development within the administration's work.
