Ref: 20261740 Responsibilities The Employment and Social Services Administration in Malmö City is seeking a unit manager for the Competence Supply and Competence Development unit within the HR department. The unit is responsible for the administration's strategic work with competence supply, learning, and competence development to ensure the right expertise—both today and in the future. As a unit manager, you have full managerial responsibility for operations, finances, personnel, and work environment according to the administration's mandate description and leadership behaviors. You lead a specialist operation and combine strategic, tactical, and operational responsibility to develop the administration's work within competence supply and competence development. You lead and develop the work from a holistic perspective on the administration's competence needs. The assignment includes leading change, developing structures and working methods, and translating strategic goals into sustainable results. You are responsible for, among other things: leading, planning, and developing the administration's work with competence supply and competence development driving and following up on strategic development initiatives developing governance, analysis, processes, and working methods leading, coaching, and developing the unit's employees creating conditions for systematic learning in the organization supporting managers in matters of competence supply and employee development developing structures for learning and competence development monitoring the external environment and driving development within digitalization, AI, and modern system support developing collaboration with internal and external partners. You monitor the external environment, contribute with analyses, and translate new insights into development. Through a strategic external perspective, you strengthen the administration's work within competence supply, learning, and competence development. As part of HR department leadership, you develop together with the HR manager and other unit managers a comprehensive, sustainable, and operationally-oriented HR support. You function as a strategic support and advisor to HR management and operations on matters concerning competence supply, learning, and competence development. You participate in the HR management group, staff unit manager group, and HR management in Malmö City and contribute to the development of HR work at both administration and city-wide levels. Qualifications We are looking for someone with an academic degree of at least 180 higher education credits in HR, pedagogy, behavioral science, or other education that the employer deems equivalent. You have documented management experience with responsibility for operations, finances, personnel, and work environment. You have current experience leading and developing work within learning and competence development as well as competence supply. You have experience in change management and operations development and have successfully driven development work. You have experience in project management and the ability to combine strategic and operational leadership to translate strategies into practical solutions that create results. Furthermore, you have excellent ability to express yourself in Swedish, both verbally and in writing, and are accustomed to preparing decision-making documents, analyses, and strategic plans. It is advantageous if you have: leadership training and project management training experience working in public sector operations good understanding of the social services mandate and operations experience leading specialist operations or employees with specialist expertise and various types of assignments experience leading employees within competence supply experience in collaboration both internally in large organizations and with external organizations experience with or good understanding of Learning Management Systems (LMS) knowledge of or interest in how AI, digitalization, and system support can develop learning, competence supply, and HR processes. As a leader, you are confident, clear, and development-oriented. You create participation and engagement through trust-based leadership, have an analytical and structured working approach, and act as an ambassador for learning and competence development. About the Workplace The HR department consists of approximately 35 employees who provide qualified and operationally-oriented HR support to the administration's managers. The Competence Supply and Competence Development unit consists of approximately 10 employees and is responsible for developing and coordinating the administration's work within competence supply, learning, and competence development.
