The Environment and Climate Committee's mission is to be a driving force in the city's environmental work and in protecting public health and the environment. In practice, this means the Environmental Administration drives and coordinates the city's work within the ecological dimension of sustainable development and supports and promotes the implementation of the city's environmental and climate program and the use of the city's environmental management system. Additionally, in our regulatory role, we are responsible for supervision, permitting, and control in accordance with, among other things, the Environmental Code, as well as food, alcohol, and tobacco laws. Work Tasks
Would you like to work for a sustainable city and a good living environment in Gothenburg? In the Environmental Strategy department, we drive and coordinate the ecological dimension of sustainable development in the City of Gothenburg. The goal is for Gothenburg to be an ecologically sustainable city by 2030. We drive, coordinate, and follow up on several of Gothenburg's strategic programs and action plans. The department is also responsible for environmental monitoring in several areas and contributes to Gothenburg's planning and building permit processes. We develop decision-making materials for the political level based on the latest knowledge in the environmental field, from research, environmental monitoring, and our own analyses. We collaborate with other municipalities, authorities, academia, and the business sector, and drive and participate in various development projects.
The department has fifty-five employees. To create the best possible conditions for a good work environment with fewer employees per manager, and to strengthen the department's strategic capacity, we are transitioning from three to five units at the turn of the year. We are now seeking three new unit managers in three separate announcements.
This announcement concerns the appointment of a unit manager for the unit responsible for environmental monitoring and strategic development work and support within air and noise areas, as well as handling planning matters and support to the city's strategic urban development.
As unit manager, you will lead thirteen engaged and qualified employees with high competence and extensive experience. Together, you will drive and coordinate Gothenburg's work within the ecological dimension of sustainable development, both by monitoring the environmental status in the city with a focus on air and noise issues, and by driving and managing urban development matters.
The Unit:
Drives and coordinates strategic work within the unit's subject areas.
Implements the city's environmental monitoring for air and noise according to direct and indirect legal requirements.
Provides expert support in urban development processes and in the administration's supervisory activities.
Responds to referrals and motions, among other things, within the unit's subject areas, and drives the administration's work in responding to referrals within the planning process as well as the work of supporting the planning process with expertise in the municipality's comprehensive planning for land and water use.
Collaborates with other parts of Gothenburg, authorities, academia, civil society, and business.
Participates in and drives projects and internal and external networks.
As unit manager, you are responsible for:
Creating security in the unit and work groups and supporting employee and operational development.
Contributing to good cooperation within the department's management group and with other departments.
Budget, operational planning, and follow-up of the unit's activities.
Ensuring progress and prioritizing in the unit's strategic and operational activities.
Quality-assuring decision-making materials.
You are the direct manager of the unit's employees and are responsible for operations, personnel, budget, and work environment. You are part of the department's management group and develop the department's operations together with the department manager and your fellow unit manager colleagues. Within the department, many issues and areas are handled in close collaboration between several units, and often also with other operations. Therefore, you need to be able to see the bigger picture and balance the unit's needs with the department's needs.
Qualifications
We are seeking someone with a relevant university degree in a natural science environmental field. You have experience working as a manager or in another leadership position, preferably in a politically governed organization. You have experience with development and/or change management focused on operational processes and organization, and you have strategic knowledge and experience within the environmental field. Work experience in environmental monitoring and urban development is meriting.
Your personal competencies are crucial to succeeding in the role of unit manager, and therefore we see that you can efficiently identify and analyze the core of a problem and suggest possible solutions. In your daily work, you identify opportunities for change and create situations where new ideas and proposals can be developed.
Responsiveness is a prerequisite for succeeding in the assignment, and therefore we see that you have the ability to listen to other people in order to understand their needs. You work for cohesion in the work group and see failures as something to learn from and create space for dialogue.
You are motivated by clearly defined goals and have the ability to transform these into concrete action. With a focus on the goal, you can reprioritize work when circumstances or needs change. You follow up and report results and goal fulfillment. You can, through convincing arguments, bring enthusiasm and energy that encourages good performance, teamwork, and increased motivation. You stand by decisions made and can convey uncomfortable messages when necessary.

Selection will be made on a rolling basis, so we want your application as soon as possible, but no later than August 2. We will conduct the first round of interviews during week 33. If you are called for an interview, we ask that you provide a copy of your degree certificate and documentation confirming your previous employment before the interview.
We apply Gothenburg's leadership criteria in evaluating applicants. Final candidates will undergo a full-day test at Gothenburg's Assessment Center.
