As a unit manager for IT operations, you will play a key role in our public sector client's continued digital transformation. You will lead and develop the unit with full responsibility for operations, personnel, and budget, creating conditions for a stable, secure, and modern IT environment together with your team. The Unit Manager Role The IT operations unit consists of systems engineers, systems technicians, systems administrators, IT technicians, and IT security coordinators. Together, you are responsible for developing, adapting, and advancing the municipality's digital solutions in close collaboration with other parts of the organization. The unit's mission includes, among other things, operating and developing the client's IT platform, both in their own data centers and in cloud-based environments. Team members work closely with the development unit in agile teams using DevOps methodology to create efficient deliveries in both operations and development. As unit manager, you are the object owner for IT across all objects within the infrastructure family. You also participate in the department's management group, where you work with other managers to translate strategies and goals into concrete development and delivery. The department is in a development phase, so the role includes a clear change management mandate. You are expected to actively contribute to shaping future working methods, structure, and collaboration—both within the department and with the municipality's operations. You are a present and development-oriented leader who creates engagement, clarity, and direction. You have the ability to combine a strategic perspective with an understanding of the operational IT department's needs and conditions. Your Background, Experience, and Competence We are looking for someone who has: - An academic degree of at least 180 credits in IT or technology - Experience driving change and development initiatives with successful results - Experience working in an IT or digitalization organization with responsibility or experience in infrastructure matters - Documented leadership experience Meritorious It is advantageous if you also have: - Documented management experience with personnel, budget, and operational responsibility - Experience with agile working methods and DevOps - Knowledge of service design - Knowledge of and experience with governance and business models, such as PM3 - Experience working in a politically governed organization As a person, you are a confident and clear leader who helps people grow and collaborate toward common goals. You thrive in change and have the ability to create structure even when conditions shift. You are communicative and relationship-oriented and can build strong collaborations with technical specialists, operations representatives, and other decision-makers alike. At the same time, you have sufficient technical understanding to ask the right questions, prioritize, and make well-informed decisions. You are motivated by developing people, working methods, and operations—and you see IT as a strategic enabler for the municipality's services and residents' experience. What We Offer A consulting assignment starting September 7, 2026, through March 5, 2027. The assignment will be conducted at 40 hours per week.
